Young Backs U.S.-PLO Talks,
Palestinian Self-Determination
said a resolution calling for
Palestinian "self-
determination" is in the
interest of the U.S. and Is-
rael so that "authentic lead-
ership emerge" among the
Palestinian people.
But, Israeli Deputy Pre-
mier Yigael Yadin, who ap-
peared immediately after-
wards on ABC-TV's "Issues
and Answers," said the U.S.
commitment not to deal

Andrew Young, who res-
igned last week as the U.S..
ambassador to the United
Nations as a result of an un-
authorized meeting with a
Palestine Liberation
Organization representa-
tive, said Sunday that the
U.S. policy of not talking to
the PLO was "ridiculous."
Appearing on CBS-TV's
"Face the Nation," Young
with the PLO is an essential
part of the ongoing peace
process in the Middle East
and any new resolution in
the Security Council on
Palestinians would "re-
verse" the meaning of the
Camp David agreements.
Young stressed that he
was not supporting a
Palestinian state. "I am
for not determining what
happens" on the West
Bank and Gaza Strip, he
explained. He said ,the
right of self-
determination means
that the Palestinians in
those areas should be
able to decide their own
future free of the PLO
and Israel.
But he said the policy of
not talking to the PLO "is
kind of ridiculous." He said
"it may have made sense" in
1975 when the Egyptian
army was surrounded by Is-
raeli forces and the U.S. was
seeking a means of ending
the conflict. (The commit-
ment was made in 1975 as
part of the second Sinai
agreement two years after
the Egyptian army had
been released.)
' Young said it does not
make sense now, four or five
years later, not to talk to an
"organization that seems to
have the support of a good
part of the Arab world."

NEW YORK — The
American-operated elec-
tronic surveillance system
in the Sinai, which has not
been used since the signing
of the Israel-Egypt peace
treaty, will be shut down in
January, when Egypt gains
full control of the area.
After disbandment, the
electronic equipment will
be returned to the United
States. The 161-person op-
eration, which was respon-
sible for detecting some 84
intruders into the buffer
zone since an 1976, cost
the U.S. an estimated $70
million. All of the intru-
sions were branded inad-
vertent.

Southern Christian
Leadership Conference
is opposed to PLO ter-
rorism and to the pro-
visions in the charter of

destruction of Israel.
"We have a fundamental
disagreement, however, on
the wisdom and conse-
quences of the SCLC meet-
ing with the PLO represen-
tatives. We-think that was a
grave error, lending legiti-
macy to an organization
committed to terrorism and
violence."

In a "report to commu-
nity" in Harlem, Lowery re-
sponded to charges that his

endorsement of the PLO.
"We have not endorsed the
PLO. We have endorsed jus-
tice. We have condemned
terrorism of the PLO or
anybody else likewise,"
Lowery said.

nials, the trend of the Carter ad-
ministration continues in the direc-
