told reporters that he was
unconvinced by Young's ex-
planation of the meeting.'
Young and Blum met for 90
minutes Monday night.
Young had claimed Mon-
day that his 15-minute dis-
cussion with Terzi was con-
fined to social conversation.
Blum said he believed that
the two had discussed more
substantive issues, in viola-
tiori of U.S. commitments to
Israel not to meet with the
PLO unless it recognized Is-
rael's right to exist and Se-
curity Council Resolution
242.
Blum 's charges were con-
firmed later Tuesday by the
State w Department an-
nouncement.
President Carter on
Sunday, in response to
questions from editors
about his views on the
Palestinians, declared "I
will not deal with the
PLO unless they do two
things: accept the right,of
Israel to exist, which they
have not yet been willing
to acknowledge, and ac-
cept the fact that United
Nations Resolution 242 is
a document binding on
them.
"They have got to accept
242 and accept the right of
Israel to exist. This is a
commitment we have made.
We have never deviated
from it. We are not going to
deviate from it."
On the issue of a Palesti-
nian state, the President af-
firmed: "I am against any
creation of a separate Pales-
tinian state. I don't think it
would be good for the Pales-
tinians. I don't think it
would be good for Israel. I
don't think it would be good
for the Arab neighbors of
such a state."
He added that "we must
address and resolve the
Palestinian question in all
its aspects" and that Pales-
tinians "should have aright
to a voice in the determina-
tion of their own - tture."
Former Secretaiy of State
Henry Kissinger said Sun-
day he did not believe that
the Carter Administration
was tilting away from Israel
and toward the Arabs be-
cause of the United States'

need for Middle East oil.
"I would say that the
Administration obvi-
ously is looking at the oil
.question," he said in re-
sponse to a question on
NBC-TV's "Meet the
Press." "I could not says
from what I see that there
is a tilt against Israel."
Kissinger also 'opposed
including the Palestine
Liberation Organization in
the current Middle East
negotiations.
In Israel, Deputy Premier
Yigael Yadin warned that
the inclusion of the PLO in
Middle East peace negotia-
tions could cause Israel to
withdraw from the talks. At
the same time, he said that
the meeting between Young
and Terzi was "an obvious
departure" from the
Israeli-Egyptian .peace
treaty. "I must say openly
that in fact a part of the
peace treaty has been'
erased."
Foreign Minister Moshe
Dayan said it is no secret
that there is a basic dif--
ference between the U.S.
and Israel.
Dayan said the U.S. no

attractive to the Palesti-

At the Cabinet meeting
on Sunday, Dayan repor-

at their meeting last week
that the U.S. would veto the
