pied with oil supplies and

reach an accord with
Saudi Arabia.
Specifically stating
that he had read Dayan's
interview published in
Yediot Achronot, Vance
declared in Washington:
"I want to state categori-
cally that there has been
no change in our policy
toward Israel. Our long
standing support for the
security and well-being
of Isarel is firm and un-
shakeable. It remains
our policy to work
towards a comprehensive
peace settlement which
is based on UN Security
Council Resolution 242
and 338."
In an effort to alleviate
the concern of both Is-
raelis and American
Jews, Vice President
Walter Mondale said
over Israel Television
Friday that the U.S. pol-
icy toward the PLO has

not changed. The policy
of our country toward the
PLO remains un-
changed," Mondale
stated. "We have said re-
peatedly, and I repeat
again today, that we will
have no contacts with
them unless they accept
UN Resolution 242 and
acknowledge the right of
a permanent state of Is-
rael.
Mondale said that
press reports that Car-
ter had compared the
PLO to American civil
rights groups were
"totally misleading."
Carter had said in an
interview published
last Wednesday in The
New York Times that
the Palestinian move-
ment was like the civil
rights movement. This
brought him im-
mediate condemna-
tion from Jewish and
black groups.
In his television com-
ments, Mondale said
Carter had discussed
with reporters the pro-
visions of the Camp
David accords which in-
cluded a call for negotia-
tions on allowing some
Palestinians to return to
the West Bank and the
Gaza Strip. He (Carter)
said that the right to re-
turn could have an
enormously important
and satisfying effect on
reducing tensions in the
area, even though many,
in fact, did not return,"

Mondale explained, add-
ing:
"And he likened it to
the civil rights stage
when people were urging
the elimination of dis-
crimination, for exam-
ple, to attend a certain
college even though they
may not have had any in-
tention of going to the
school. In other words,
the right was the impor-
tant fact." Mondale re-
portedly made the same
point in telephone calls
to American Jewish
leaders last week.

Daniel P. Moynihan
(D-NY) warned the Carter
Administration Tuesday
night against any Middle
East policy change which
would sacrifice Israel's vital
interests to Arab oil
blackmail.
"American foreign pol-
icy is not for sale — not
one million barrels of oil
a day, not 100 million
barrels will buy the
honor of this republic,"
he declared. He made his
statement in an address
to 250 members of the
American Friends of the
Hebrew University at a
meeting in New York.
At the same meeting,
Evron rejected Carter Ad-
ministraion warnings that
Israel may have violated
U.S. law by its use of
American-made warplanes
in raids against terrorist
bases in Lebanon.
Moynihan - said, "The
Camp David agreements
are solemn and must be
kept. You cannot simply

Make Believe Kingdom
Educates Young Israelis

TEL AVIV — In "The
Kingdom of Choice" some
streets are dirty and others
clean; the water and air are
sometimes fresh, but often
foul. And washing
machines and irons are
potentially helpful or
hazardous.
The world around us is
only what we make it,
seven-year-olds in Tel Aviv
are learning. By entering
their make believe "king-
dom," the children see that
nothing in their environ-
ment happens by chance
and that each child plays a
vital part in creating and
maintaining his own sur-
roundings.
One of the people most
actively involved in prepar-
ing environmental aware-
ness programs such as this,
is Dr. Devorah Ziv, a pretty,
young mother and coor-
dinator of Environmental
Education for the Israel
Environmental Protection
Service.
As a native Israeli,
born a few years before

the 1948 War of Indepen-
dence, Devorah perhaps
exemplifies the new
environmental con-
sciousness of this 30-
year-old country as it
passes from the hurried
turbulence of its birth
and youth into maturity.
Although 30 years ago, as
a child, she lived near the
same streets now being
explored environmentally
by Tel Aviv seven-year-
olds, her "kingdom" was
worlds away. "A walk to the
grocer meant running from
house to house with my
mother, hiding so that the
British wouldn't catch us
breaking the curfew."

The sage said, "Every-
thing requires a fence." He
was asked, "What is the
fence'?" He answered,
"Trust." "What is the fence
of trust?" he was asked. And
he replied, "Faith." To the
further question, "What is
the fence of faith?" he an-
swered, "To fear nothing."

change them because the
Saudi king, prince or what-
ever, has said, 'well, we will
let you have another million
barrels of oil a day as a
Fourth of July present.' "
He declared that "We are
not going to let this Ad-
ministration buy oil at the
expense of the freedom of Is-
rael. The thing I am trying
to make clear to the Ad-
ministration is that the U.S.
Congress, much less the
American people, will not
accept this."
If we have come this
far into the 20th Century
that we we have not un-
derstood the nature of a
totalitarian society, then
God have mercy on us
all," he added. "To re-
peat, the American
foreign policy is not for
sale."
He declared at the press
conference that he felt
Americans would "walk to

work before we sell out an-
other democratic power for
oil." He also told the news-
men he thought Carter's
Administration was "col-
lapsing on him."
Evron told the dinner
that Israel was taking
"grave risks" in implement-
ing the treaty with Egypt,
adding that Israel had re-
ceived "written commit-
ments from Egypt and the
United States."
Evron said the commit-
ments "are not a one-wav
street and if the agreemer
are not adhered to by tits_
other parties, Israel has the
legal, moral and practical
right to re-evaluate its own
obligations."
In rejecting Carter Ad-
ministration complaints
about the use of American
warplanes, Evron said, "As
long as terrorists are based
in and use Lebanon to
launch murderous attacks
on our women and children,
Israel must and will use
these arms in self-defense to
destroy these bases and
frustrate their efforts."

EXCALIBUR

NEW YORK — The
Edith Stein Guild will spon-
sor a mass at St. Patrick's
Cathedral Saturday in New
York on the 37th anniver-
sary of the death of Edith
Stein, a born Orthodox Jew,
who later became an agnos-
tic and finally converted to
Catholicism.
Although she entered the
Carmelite religious order,
Dr. Stein always em-
phasized that she still con-
sidered herself a Jew. Upon
taking her vows as a nun,
Dr. Stein became Sig -ter
Teresa Benedicta of the
Cross.
A philosopher of note, Dr.
Stein (Sister Benedicta)
died in a concentration
camp. According to the New
York Times, her memory is
being perpetuated by the
Edith Stein Guild, a Roman
Catholic society dedicated
to better relations with
Jews.
