The majority of Israeli Arabs believe that the Arab Palestinians as a people, re- gardless of their place of re- sidence, have an inherent right to self-determination. Recent polls, conducted by the Institute of Research and -Development of Arab Education, confirm that most of these Arabs feel that "Israel does not have the right to exist," and at least 50 percent would like to see Israel return to the original 1947 borders. Furthermore, it should be emphasized that all of the JNF development work on this site had been sanctioned by court order to anticipate and avoid any possible claims, and had fol- lowed an explicit undertak- ing on the part of the Arab chairman of the local coun- cil, who promised coopera- tion. Rioters, apparently in- stigated from the outside, flagrantly violated the agieement and attacked JNF workers as well as policemen trying to restore peace. "It is one thing," an Is- raeli government official said, "to negotiate au- tonomy for the Palesti- nians in the administered territories, but to think that we must justify our sovereignty over the northern Galilee is sim- ply outrageous." Israel might as well, he added, "lay down its weapons and ask Yasir Arafat to come and take over." To be sure, Israel is racing against time. The Jewish community around the world and especially in the U.S. must be alerted to the impending threat. Israel cannot and must not fail to rectify this situation be- cause of lack of funds and manpower. If, however, world Jewr does not come to Israel's aiL Israel's territorial integrity will be jeopardized by de- fault and as a result the whole Middle East conflict will enter a new dimension with deadly implications. While the Arab Palesti- nians in the administered territories are demanding the right to self- determination, their de- mands are not limited ex- clusively to the territories held by Israel since 1967. For the Palestinians, this is only the first stage in the campaign to "return" all of the Old Palestine to Arab hands. Their eyes are set on the northern Galilee, where the Arabs constitute a majority and where (as they see it) political conditions necessitate that this area come under their control at some future time. The western Galilee is clearly a case where no evic- tion of residents, no exprop- riation of land, no relocation of individuals, and no effort to harass anyone ever oc- curred. It was purchased by Uni- versal in 1920 for Russian director Sergei Eisenstein and now, almost 60 years la- ter, will be produced and di- rected by the Israeli. The $8 million project will be facilitated by Mizrahi's Paris based company. VANESSA RED- GRAVE, after a fling of making a documentary with the Palestine Libera- tion Organization in Leba- non and a slap at the Academy of Motion Picture Arts and Sciences in 1978, returns to the other side of the coin — the fearless woman fighting the Nazis in World War II, something she accomplished so suc- cessfully in "Julia." Ms. Redgrave will star in a three-hour CBS-TV spe- cial, "Playing for Time," labeled as the factual story of a French woman who kept up the spirits of the inmates by organizing an all-female orchestra in a World War II German con- centration camp. The film has been written by Arthur Miller and is being produced by Linda Yellan in New York. British director Tony Richardson will be at the helm. With "Playing for Time," Ms. Redgrave makes her debut on American television.
