Arafat Angling for Visits to France, Italy

PARIS (JTA) — Palestine
Liberation Organization of-
ficials in France and Italy
were dropping hints last
week that terrorist leader
Yasir Arafat would visit
France and Italy in the fall.
It was also hinted that
Arafat would attend the UN
General Assembly sessions
in New York, which open in
September.
French Foreign Minister
Jean Francois-Poncet met
with the PLO head of
foreign relations, Farouk
Kaddoumi, last week.
French officials say they
"know nothing" about an
Arafat visit but Palestinian
sources claim "the principle
has been agreed upon and
now we must only work out
the details."
According to the
French daily, "L'Au-
rore," the PLO leader
wants "to obtain the
backing of the nine

Military Aid to Saudi Arabia
Jordan Unveiled by the U.S.

WASHINGTON (JTA) —
Steps by Saudi Arabia to
modernize its national
guard may get a boost from
the U.S. The Pentagon said
Monday that under an ex-
tension of a 1973 agreement
between Saudi Arabia and
the U.S. some $1.2 billion
has been earmarked by the
U.S. to help organize, train
and equip an additional
Saudi Arabian light armor
brigade of four combat bat-
talions.
According to a Pentagon
spokesman, the U.S. is pre-
sently training and equip-
ping four Saudi national
guard mechanized bat-
talions and is beginning a
program to organize, train
and equip a logistics battal-
ion.
'Congress, which was in-
formed about the additional
aid, has 30 days to veto the
proposal.

President Valery Giscard
d'Estaing favors such a
visit as it would help im-
prove France's oil
supplies from the Arab
states and enable him to
play an important inter-
national role.
In 1974, in Beirut, Arafat
met with the then French
Foreign Minister Jean
Sauvagnargues. The meet-
• ing and the accompanying
handshake shocked Israel
and some Western nations.
Meanwhile, the PLO
representative in Italy,
Nehmer Hammad; said that
while no official invitation
has been extended to Arafat
to visit Italy he would be

"We have a standing
agreement with Jordan and
though we disagree with
Jordan on the Israeli-
Egyptian peace treaty, that
agreement still stands,"
Powell said. "Besides, if we
don't supply the tanks to
Jordan somebody else will
and we'd prefer that not to
happen. There is no sense in
cutting off our nose to spite
our face."
The State Department
said last week that the
tanks will be sold on a one-
to-one basis to replace an
old model that Jordan is
phasing out.
Sarah Shane, national
president of Mizrachi
Women, strongly con-
demned the sale. The obvi-
ous target for those tanks is
Israel," she charged. She
urged the Carter Adminis-
tration to reconsider equip-
ping the Jordanian army

can weapons of war."

The funding, over a three

Hammad said that "in
the PLO's program there
is new opening toward
Western Europe," refer-
ring to Arafat's recent
talks with Bruno Kreisky
of Austria and Willy
Brandt, representing the
Socialist International.
He noted the fact that
Italy has no stable govern-
ment at the moment is an
obstacle and added, "Let's
hope that there will soon be
a stable government in Italy
which will be able to invite
Arafat and I believe that he,
as chairman of the execu-
tive committee of the PLO,
is ready to come to Italy."
Several months ago,
Kaddoumi was received by
Italy's Foreign Minister
Arnaldo Forlani.
The Rome daily, Il Mes-
sagero, noted that France's
apparent interest in invit-
ing Arafat seems to be con-
