Israel also charged in its statement that the settle- ments debate, which con- sidered the recommenda- tion of a three-member commission's report on Is- raeli settlements in the ad- ministered territories, was instigated by Jordan last March to subvert the Egyptian-Israeli peace negotiations. "The commission's re- port," Israel declared, "takes no account of Is- rael's security require- . ments and totally ignores the inalienable rights of the Jewish people in its homeland, including the right to settle in any part of the land of Israel." The commission, estab- - lished by the council March 22, comprises representa- tives of Zambia, Bolivia and Portugal. Israel has not cooperated with the com- mission and when it visited the Mideast in June it did not allow its members to enter the territories in question. In its report to the council the commission sharply criticized Israel's policies in the territories. UNITED NATIONS (JTA) — The Security Council adopted a resolu- tion last Friday night cal- ling on Israel "to cease on an urgent basis the establish- ment, construction and planning of settlements" - in the occupied territories. The vote was 14-0, with one abstention, the United States. Following the vote, Israel issued a statement de- nouncing the resolution, calling it "one-sided," and "distorted." He said this as- pect was ignored in the commission's report. In its recommendations to the Security Council the commission urged the coun- cil to "launch a pressing ap- peal to the government and people of Israel, drawing again their attention to the disastrous consequences which the settlement policy is bound to have on any at- tempt to reach a peaceful solution in the Mideast." The report also recom- mended that "Israel should be called upon to cease on an urgent basis the establish- ment, construction and planning of settlements in the occupied territories." Blum said that the com- mission's conclusions were determined in advance and the report accepts the views of "Israel's avowed enemies as though they constituted hard and objective evi- dence." In an earlier speech to a private group of UN sup- porters, Blum delivered the harshest criticism ever given by an Israeli envoy toward the UN Secretariat. Blum sharply criticized the performance of Secre- tary General Kurt Wal- dheim who, he charged, lacked "moral leadership," adding, the Secretary Gen- eral, instead of taking issue with the "majority of to- talitarian regimes" at the UN which vote for resolu- tions deviating from its CHARTER, CARRIES OUT THOSE RESOLUTIONS. The Israeli ambassador claimed that the UN is in a constant state of decline and charged that the UN today is ruled by a majority of countries which he char- acterized as dictatorships.
