(Continued on Page 33) Electoral College Wins in Senate who had argued that their members would lose the political leverage they enjoyed under the Electoral College system. WASHINGTON — The Senate on Tuesday defeated a proposal to substitute di- rect popular election of the President for the Electoral College system. The Senate voted 51-48 in favor of the proposal, but needed 66 votes, a two- thirds majority, for passage. Michigan Democrats Donald Riegle and Carl Levin both voted in favor of the proposal.
