Avi Shulman, an educa- tional consultant on the staff of Torah Umesorah, the National Society for Hebrew Day Schools, vis- ited Brazil, Guatemala, Panama, Mexico, Colombia and Venezuela. According to Shulman, there is a new Hebrew day school in Panama City with an enrollment of 60 children. This new educational institution came about as a result of Torah Umesorah's prior efforts in Panama known as SEED (Summer Edu- cational Environmental Development). He also reported that in Mexico City there is a post- graduate theological semi- nary (known as a Kollel). Israel has administered the occupied areas with a policy of "non-presence and non-interference." This practice is an effort to show the Arabs that they have nothing to fear from their Jewish neighbors.
