JERUSALEM (JTA) —
The U.S. special envoy to
the autonomy talks, Robert
Strauss, visited Egypt this
week with an Israeli insis-
tence that the talks should
evolve around the nature of
the administrative council,
rather than on a "declara-
tion of principles" as the
Egyptians demand.

In his two days of talks in
Israel Monday and Tues-
day, the Israelis argued that
the schedule was already
set in the March 23 joint let-
ter by Premier Menahem
Begin and President Anwar
Sadat to President Jimmy
Carter. The Israelis contend
that according to that letter
the agenda should include
the powers of the adminis-
trative council of the au-
tonomy; its structure, and
ways and means to conduct
the elections for the council.
If the parties were to dis-
cuss a declaration of princi-
ples at the Egyptian de-
mand, the entire talks
would slow down, the Is-
raelis warned. Israel re-
jected altogether the Egyp-
tian demand that the Pales-
tinian people can determine
their future without outside
interference.
Strauss reportedly said
he "understood" the Israeli
position, but there was no
indication that he would
support the Israelis.
"I heard a presentation by
the Israelis on how they
think it most appropriate to
proceed in the negotia-
tions," Strauss said at a
press conference in
Jerusalem Tuesday. "We
will hear an equally persua-
sive and equally articulate
presentation by our Egyp-
tian friends in Cairo within
the next five years. And
then we will begin to assess
the situation. I don't think I
should react to any specific
position at this stage,"
Strauss said.

(In an interview with
Yediot Aharonot Tuesday,
Strauss denied reports in
the local press that he sup-
ported the Israeli view on
the agenda, and said it was
inaccurate to say so. He said
he would make up his mind
only after the talks in
Egypt. A high-ranking
source in the American
delegation said "Strauss
had only made an elemen-
tary gesture of politeness
when he said he understood
the Israeli view. This did
not mean he supported it,
said the source.)
Strauss responded briefly
to the questions of the
newsmen, noticeably avoid-
ing the usual diplomatic
niceties. He was asked
whether he has had any
contacts with Palestinians,
and answered briefly:
"Yes."
He said the main purpose
of his current visit was to
"Listen, learn and feel the
problems."
Strauss described his role
in the forthcoming talks as
that o f a "responsible part-
ner," He said President Car-
ter felt a personal and polit-
ical commitment toward
Sadat, Begin and the peace
talks. "I feel free to say that
we should be full partners to
the negotiations," Strauss
said, in reference to Israeli
statements last month
which tended to minimize
the degree of the American
participation in the talks,
for fear they might support
the Egyptians on key issues.
Asked about his position
on the settlements in the
administered territories,
Strauss said, "The position
of our government is very
well known. And I happen
to personally fully agree
with the position of our gov-
ernment. So far as I am per-
sonally concerned, I find it
is_ a negative overhanging
on the peace project."
Strauss stressed, how-
ever, that he did not come to
the areas with solutions to
all problems. "I am not a fool
to believe that we can solve
problems of 3,000 years and
a conflict of 30 years in a few
meetings," he said.
Prior to the press confer-
ence, Strauss met with
senior Israeli ministers,
headed by Begin.
The meeting began at a
smaller forum — Begin and
Yosef Burg met for a session
with Ambassadors Strauss
and Samuel Lewis.
Begin stressed the impor-
tance of the Camp David
Agreements, and said Israel
intended to fully implement
them. Israel was willing to
enter the autonomy talks,

although Jordan and resi-
dents of the territories did
not agree to do so, as was
stipulated in the Camp
David agreements.
Substantive matters were
discussed during Strauss'
visit to Israel, although the
meetings were described in
advance as "get-
acquainted" sessions.
Strauss delivered a per-
sonal note from Carter to
Begin and Begin was re-
ported to have been very
pleased with the friendly
letter. Its contents, how-
ever, were not disclosed.
Strauss met with the
leaders of various Knesset
factions and members of its
foreign affairs and security
committee where he em-
phasized America's aware-
ness of Israel's security
needs in the implementa-
tion of the autonomy plan.

"I want to assure you," he
said, "that President Carter
may not see these needs
eye-to-eye with you but he is
more aware of them than
anybody else I know,"
Strauss said.
Strauss concluded his Is-
raeli visit with a flight over
the administered territories
in an Israel Defense Forces
helicopter.
