unrest over the housing
situation in Israel and the
slowness with which Project
Renewal is getting off the
ground clouded the atmos-
phere at the opening of the
Jewish Agency Assembly at
the Binyanei Haooma con-
vention hall.

tion of Americans and
Canadians in Israel said the
AACI would warn potential

while, the opening of the
Jewish Agency Assembly
was the occasion for a sharp
exchange between Housing
Minister David Levy and
Deputy Premier Yigael
Yadin over Project Re-
newal. Levy has long
criticized the Jewish Agen-
cy's position that overseas
donors and communities
providing funds for the proj-
ect should be directly in-
volved in the specific proj-
ects.
According to a radio news
report, Levy accused the
Jewish Agency of "trying to
set up a state within a
state." He reportedly said
that the Agency had raised

some $60 million for Project
Renewal but was refusing to
release the money.
Yadin defended the
Agency position, referring
to an agreement between
the government and the
Agency. But several other
ministers seemed to sym-
pathize with Levy's senti-
ments.
Summing up the brief de-
bate, Premier Menahem
Begin said it was high time
to end these feuds and get
down to the practical work
of Project Renewal. The
same message was the
theme of President Yitzhak
Navon's address at the
opening session of the
Agency Assembly.
Levy told a Herut meet-
ing Tuesday night that lack
of housing was not reducing
aliya, but that "elements"
within the Jewish Agency
were encouraging recent
threats to stop aliya.
He said 50,000 new flats
would be started this year in
Jerusalem and Galilee and
that 90 percent of 40,000

JERUSALEM (JTA) —
The Anti-Defamation
League of Bnai Brith has
embarked on a campaign' to
arouse world opinion to the
lack of human rights in
Argentina which increas-
ingly affects the Jewish
population of that country,
an ADL official said.
Abraham Foxman, asso-
ciate national director of the
ADL, who attended the
ADL's national commission
meeting in Jerusalem, said
at a press conference that he
did not want to compare the
situation in Argentina with
that in the Soviet Union.
However, he said, experi-
ence has shown that "coun-
tries do care'about their im-
age." He said that "close to
1,000 of the large Jewish
community in Argentina
have either disappeared or
we know that they are im-
prisoned."
Some Jews who were
put on trial and found
not-guilty are still under
house arrest, he said.
Foxman said, a world
outcry might prompt
Argentina to prove there
is no anti-Semitism there.
Meanwhile, Amnesty In-
ternational accused Argen-
tina of gross violations of
human rights and made

public the names of people it
said have been abducted by
Argentinian security forces
in the last three years.
