Saad Mohammed Ahmed, Egypt's Minister of Man- power and Vocational Training, spoke at the meet- ing of the International Labor Organization (ILO). "The actual exercise of trade union rights by Arab workers in the occupied ter- ritories is encountering 'many difficulties in view of the pressures exerted by the occupation authorities," Ahmed said. As the Egyptian started to speak, the delegates of the Arab rejectionist states walked out in a gesture of protest against Egypt's peace treaty with Israel. Earlier, the Iraqi Labor Minister read out a memorandum submitted by the Arab labor ministers demanding that the UN agency re-examine Israel's membership in the organ- ization. Following a point of order by the Israeli Ambas- sador to the UN in Geneva, Yoel Barromi, the chairman ruled that the memoran- dum could not be accepted as a proposal, only as a speech. No agenda items di- rected against Israel had been filed in advance of the ILO meeting. Saad, referring to the condition of Arab work- ers in the Israel- administered territories, said, "It is very clear that this is an issue of occupa- tion and unless this issue is solved and Israel with- draws from the occupied Arab territories and enables the Palestinians to enjoy self- determination, this prob- lem will continue to threaten world peace and security in the Middle East." Saad said, "The recent peace initiatives were a step in the right direction toward restoring their rights to the people to whom they are due. "We would like to declare once more that the peace agreement (with Israel) is a step toward a comprehen- sive peace of the Middle East crisis based on the realization of the national rights of the Palestinian people and the withdrawal of Israel from all occupied Arab territories including Arab Jerusalem." Donin Returns to Address O-W Program Israeli Teachers Now in American Jewish Schools NEW YORK — The American Association for Jewish Education an- nounced recently that it administered the placement of 85 Israeli teachers in 63 Jewish schools in the United States last year through its Exchange Vis- itors Program. Robert H. Arnow, chair- man of the AAJE's national governing council, said the Israelis were recruited, screened and placed in full- time teaching positions in day and congregational schools in 41 communities.
