UN Leader Waldheim Says He Will Work to Include
Other Parties to Mideast Conflict in Peace Talks

By ALAN HITSKY

United Nations Secre-
tary General Kurt Wal-
dheim believes the Israeii-
Egyptian peace agreement
has changed the framework
of Middle East peace
negotiations and told a
press conference in Detroit
on Monday that he is work-
ing to include the other par-
ties to the Middle East con-
flict in the present peace
negotiations.
Speaking to reporters be-
fore his speech on the world
economy to the Economic
Club of Detroit meeting in
Cobo Hall, Waldheim said,
"A Geneva conference
(which he previously advo-
cated) would not contribute
to a Middle East solution at
this time or in the near fu-
ture."

civilians.
According to the spokes-
man for the Israeli UN Mis-
sion, Waldheim made his
request in a meeting with
Israel's UN Ambassador
Yehuda Blum. During the
meeting, which lasted an
hour, the Israeli envoy told
Waldheim the PLO an-
nouncement cannot be con-
sidered a "gesture."
The announced decision
of the PLO to withdraw
from south Lebanon, Blum
contended, "is a result of the
Israeli activity in the area of
the city of Tyre, which
brought pressure from the
local populace to remove the
terrorists from the area."
