the Cabinet's controversial
decision to link develop-
ment loans to industry to
the cost-of-living index.
Yadin and Minister of So-
cial Betterment Yisrael
Katz, both of the Demo-
cratic Movement, supported
the Cabinet majority. The
decision, which could elimi-
nate cheap government
loans for industry, was as-
sailed by the Manufacturers
Association last week.
In a radio interview over
the weekend, Patt focused
his criticism on the two DM
ministers who, he charged,
pretend to be protectors of
the public welfare. He said
they were ignorant of the
implications of the loan de-
cision but„,clid not have to
worry about their con-
stituents because they stood
no chance of participating
in the next government.
Although Patt is a
member of Likud, Pre-
mier Menahem Begin is
backing Yadin. The latter
warned Patt not to
presume to forecast the
next election results.

ROME (JTA) — Italian
Piesident Alessandro Per-
tini, in a meeting with U.S.
Secretary of State Cyrus
Vance last week compared
the situation of the Palesti-
nians with that of Jews be-
fore World War II.
"Four million Palesti-
nians today represent to a
certain degree, what Jews
represented before the Sec-
ond World War; a people
without land and without a
country, paying for a guilt
that is not their own," the
president said, according to
a release by his press office.
"It is absolutely necessary
for us to understand and
make every effort to solve
this problem by peaceful
means."
The press office released
the text of Pertini's remarks
after he was quoted on Ita-
lian television Monday
night as comparing the con-
ditions of Palestinians to
that of Jews under Nazism.
Following a storm of pro-
tests, the press office said
the quotation was an error

The impact of the decision
was heightened when Mark
Moshevitz, head of the Eco-

to the government and
former president of the
Manufacturers Association,
announced his resignation.
These moves followed
on the heels of a Cabinet
decision to link 100 per-
cent of development
loans to industries to the
index
cost-of-living
which would eliminate
cheap loans for manufac-
turers. The Cabinet's ac-
tion was vehemently pro-

whose president, Ab-

persuade Premier
Menahem Begin to have
it rescinded. Begin told
him the decision was ar-

not be reversed.
