Aid 'Moral Value 9 ■S■ Dan Pattir, press secre- tary and counselor to Israel Prime Minister Menahem Begin, who was here last weekend with Mrs. Pattir for a series of lectures at Cong. Beth Achim, pointed to the value of American aid for Israel and the need to re- tain the friendliest rela- tions with the U.S. govern- ment. He also emphasized the importance of strengthening the solidar- ity of American Jewry with Israel. Indicating that a fraction of the funds needed for Is- rael's economic security is provided by philanthropy, Pattir declared that its moral value is immeasura- ble. "The solidarity with American Jewry is of great significance to us," he de- clared. "Besides, the social and educational needs are provided for in large meas- ure by American funds, and we are grateful for such aid." At the same time, Pattir declared that Israel does not wish to impose her- self on the United States and therefore declined to depend upon American provisions for oil to come from American reserves. Pattir asserted that Israel in no way desired to have it said that Israel depletes the U.S. oil reserves, al- though Israel's needs are only one percent of the American. Viewing with confidence the promise of peace, Pattir expressed the belief that greater Arab support for Egypt's move in the direc- tion of amity will be at- tained and that the present enmities are more "psychological pressures" than genuine aims to de- stroy the peace pact. Hope was expressed by Pattir that there will be clarification of the exagger- ated view that Israel will be provided with billions in American funds as gifts. He indicated that only about 20 percent of the allocations are to be used as grants and that the major portion is a loan. "It'll cost us $3 billion in interest for the loans we get, and we pay our bor- rowed loans," Pattir said. Pattir addressed a Sab- bath dinner of Beth Achim appt.
