THE DETROIT JEWISH NEWS Withholding Dues Hit by Waldheim 4./ UNITED NATIONS (JTA) — UN Secretary General Kurt Waldheim has warned the U.S. Con- gress of the consequences that could result from its withholding of part of the United States contribution to the United Nations. "If one country did it, what was to stop others from following?," he said in a speech at the University of South Carolina. "It's obvi- ous. The only result would be financial chaos, as it would be in this or any other country if its citizens were to insist on paying taxes only for programs they liked." Congress last year put re- strictions on the use of U.S. funds to pay for programs of the UN which promote the Palestinian cause. Wal- dheim said that if these re- strictions were allowed to continue, "it would destroy the principle of collective fi- nancial responsibility and with it the economic and political viability of the entire UN system." While expressing his thanks to the university for its offer he said he doew not accept any honorary titles. Sadat agreed to ad- dress the faculty and stu- dents during a telephone conversation he had with Premier Menahem Begin during . which Begin con- gratulated Sadat on the results of Egypt's na- tional referendum to ap- prove the Israeli- Egyptian peace agree- ment.
