Some hotels offered Independence Day dinners with entertainment. Wednesday saw a mass exodus of families from the cities with picnic baskets. By 10 a.m., police announced that all parking spaces at recrea- tion areas were filled. Security measures were tightened. Only one security-related incident was reported. In Dimona, an explosive device was found under the platform in the main square where the mayor and town councilmen were scheduled to speak. It was safely dismantled. Premier Menahem Begin delivered his Independence Day address on radio and television Tuesday night. It was less a political speech than an exhortation to Is- raelis to improve the qual- ity of life in the country in order to attract more im- migrants, especially from the West. "Why cannot we be as clean as the Swiss?" Begin asked. "In Switzer- land, no one drops even a cigarette butt on the street and if someone finds a butt he stoops to pick it up and put it in the bin." Independence Day was ushered in with Tuesday's Memorial Day, in which thousands of Israelis paid their respects to nearly. 14,000 soldiers who fell dur- ing the nation's wars. Following a two minute siren at 11 a.m., hundreds of memorial services started simultaneously in military cemeteries and army camps throughout the country. The end of Memorial Day was marked with the kindl- ing of 13 beacons at Mt. Herzl. In accordance with a special request of Premier Begin, an honor guard was stationed at the Herzl's tomb on Mt. Herzl. The guard will be comprised of sons and grandsons of pre- state underground fighters. * * * Israel Counts Its War Dead TEL AVIV (JTA) — Is- rael counted its war dead Monday night as sirens wailed to usher in Memorial Day which traditionally precedes Independence Day. The total was appal- ling for a nation of little more than three million souls — 13,968 men, women and soldiers lost in four wars and the War of Attri- tion since the Jewish state was founded 31 years ago. Israel's War of Indepen- dence in 1948 claimed 5,810 soldiers. The brief Sinai campaign of 1956 added an- other 421 dead. In the 10 years from 1957-1967, 930 more Israeli soldiers were killed. The death toll in the Six-Day War was 877 soldiers but another 1,010 lost their lives in the War of Attrition with Egypt from June 15, 1967 to Dec. 31, 1969; 412 were killed in 1970, 200 in 1971 and 189 in 1972. In 1973, before the outbreak of the Yom Kippur War, an additional 101 soldiers died. In the war is- telf, 4,018 Israeli soldiers were killed in action. Dulzin Assures Galilee Settlers SAFED (JTA) — Uneasy settlers in Galilee received assurances from Jewish. Agency chairman Leon Dulzin last week, that Is- rael would never endanger them by returning the Golan Heights to Syria and that the problems plaguing the region would be dealt with expeditiously. Dulzin, chairman of the World Zionist Organiza- tion, toured Galilee with his chief aides and spoke to representatives of settle- ments and towns here and in Tiberias, Rosh Pina, Carmiel and other places. Price on Mengele HAIFA (JTA) — Tuvia Friedman, head of the Is- raeli Documentation Cen- ter, has proposed a $100,000 award to any person or group that will find Dr. Joseph Mengele, the man who sent two million Jews to the gas chambers in Au- schwitz and Birkenau.
