Israel Debating g Death Penalty for Terrorists

the quick trial and execu-
tion of the murderers of
children.
The four terrorists
were members of the
Palestinian Liberation
Front, a Lebanon-based
organization supported
by Iraq. They set out from
Tyre in a rubber dingy
with an outboard motor
and managed to evade Is-
raeli naval patrols de-
pite increased vigilance
in recent weeks.
The terrorists first at-
tempted to break into a pri-
vate house directly on the
.waterfront. Finding the
gate locked they buzzed the
owner, Amnon Sela, on the
intercom. Sela became sus-
picious. He told his wife to
call the police while he took
his licensed Uzzi sub-
machinegun and opened
fire on four men in khaki
outside the house.
At about the same time
another civilian, suspecting
burglars, alerted police. A
patrol car driven by Sgt.
Eliyha Shachar rushed to
the scene. He fired his serv-
ice revolver at the terrorists
but they cut him down with
a shower of machinegun
bullets throught the win-
dows of his car. Shachar,
who was expecting his
fourth child shortly, was
killed instantly.
The terrorists retreated
into a nearby apartment
house where they seized
Danny Aran, 28, who was
taking his daughter Einat,
4, to the bomb shelter. A
neighbor, Charlie Shapiro,
a recent immigrant from
South Africa, fired at the
terrorists with hisrevolver,
killing one of them. The
, others held Einat as a shield
and fired, wounding Shap-
iro slightly.
They took the child and
her father out to the be-
ach. The tragedy was
compounded when
Aran's wife, fearing that
the cries of two-year-old
Yael would attract the
terrorists, tried to silence
the baby and suffocated
her.
The terrorists killed their
two hostages on the beach
where they were confronted
by police. In the ensuing
gun battle another terrorist
was killed, and two were
captured. Three other civi-
lians were wounded and
rushed to hospitals for
surgery.
Israeli gunboats pounded
a Palestinian base on the
Lebanese coast north of
Tripoli on Sunday in retal-
itation for the Nahariya
raid.
On Wednesday, Pales-
tinians fired rockets at a
number of northern Is-
raeli border settlements,
forcing civilians into
bomb shelters.
The Israel Defense Forces
have released little infor-
mation on the fighting but
foreign sources say the Is-
raeli navy shelled terrorist
bases on the Lebanese coast
and Israeli frogmen sank a
ship in Sidon harbor loaded
with arms for the terrorists.
Egypt condemned Israeli
attacks on Palestinian
areas.
TEL AVIV (JTA) — De-
fense Minister Ezer Weiz-
man was greeted at Cairo
Airport on Wednesday by
Egypt's Minister of War
Kamal Hassan Ali. The two
men began three days_ of
talks on implementation of
the military aspects of the
..Israeli-Egyptian peace
reaty. Weizman told re-
orters that he came to dis-
cuss not principles but de-
tails of Israel's phased
withdrawal from Sinai.
Weizman, accompanied
by his wife, began his visit
as Israel and Egypt ex-
changed the documents of
ratification formally put-
ting their treaty into effect.
The ceremony that ended
the 31-year state of war be-
tween the two countries was
held at Umm Hashiba, an
American-manned listen-
ing post in Sinai.
Weizman's meetings with
, Ali, President Anwar Sadat
and other senior Egyptian
officers are expected to de-
fine the relationships be-
tween the armies of both
countries during the var-
ious stages of withdrawal
and after the withdrawal is
completed in three years.
The first stage will begin
next month when Israel re-
turns El Arish, the adminis-
trative capital of Sinai, to
Egyptian sovereignty and
its forces are deployed on a
new line running from just
east of El Arish to Ras
Mohammed of the Red Sea.

Force in Lebanon) in the ful-
fillment of its mandate by
U.S. Hits New Settlements

The United States on Tues-
day scolded Israel's Cabinet
for deciding to establish two
new settlements in Samaria
but emphasized that the de-
cision does not "fundamen-
tally" affect U.S.-Israeli re-
lations. The Carter Ad-
ministration also said it re-
grets that Saudi Arabia and
Kuwait have broken rela-
tions with Egypt because of
Egypt's treaty with Israel.
But it did not see any
change as yet in Saudi
Arabia's pledge to pay for
the U.S. warplanes being
sold to Egypt.

pressed reservations about
