A gap of 67 years sepa- rates her from the first Jewish Lord Mayor, Arthur Michael Samuel, who served the city from 1912 to 1913. Mrs. Guttsman was born in Slovakia. In 1939, after witnessing Nazi soldiers marching through the streets of Prague, she joined a group of German-Jewish students and escaped to England. After learning to speak English and holding jobs in many different fields, Mrs. Guttsman turned to politics. She was elected to the city council of Norwich in 1965. Active on both the city and county councils — she was elected to the county position in 1974 — Mrs. Guttsman sits on no fewer than 38 committees and sub-committees. She is chairman of the social services committee.
