Milliken signed an executive declaration proclaiming the observance. Rabbi Yitschak Kagan of Cong. Mishkan Israel Nusach H'Ari-Lubavitcher Center said he brought a copy of the U.S. House Reso- lution proclaiming Educa- tion Day, 1978, and urged the Governor to proclaim a similar day in 1979. Rabbi Kagan said that attorney Irwin I. Cohn also was helpful in ob- taining the proclamation. State Representative Joseph Forbes of Oak Park, whom the rabbi identified as a friend of Lubavitch, provided the contact with the State House. The executive declaration from the Governor reads: "At the beginning of the current school year, the world-renowned religious leader and great American, Rabbi Menahem Mendel Schneerson (known as the "Lubavitcher Rebbe"), called upon governments of the world and all those hold- ing responsible positions in the field of education to pro- vide an education that not only will impart knowledge but also will teach the stu- dents how to live — an edu- cation that will form and strengthen their moral fiber and their character in a way which will make a better life for them as individuals and for society as a whole.
