NEW YORK — On April
29, 1945, Joseph Goebbels
had his six children put to
death. Two days later, Hit-
ler's Minister of
Enlightenment, the mas-
termind of the most bril-
liant and diabolical prop-
aganda campaign in his-
tory, took his own life. The
"whore" of history had be-
trayed the German people,
he said, "nothing can save
us." Yet his last two official
acts were to shower Berlin
with morale boosting leaf-
lets and to exhort the city's
last defenders saying, "The
hour before the dawn is al-
ways the darkest."

Herzstein (Putnam's) de-
tailed history of Goebbel's
mesmerization of the Ger-
man people. To the very end
his world was composed of
deceit and rhetpric, poetry
and demagoguery, bombast
and violence. With these
tools he coolly manipulated
the thoughts and feelings of
an entire nation. They were
the weapons in the war that
Hitler won.
The ultimate Nazi,
Joseph Goebbels combined
intense idealism with ex-
traordinary cynicism, bit-
terness and sadism. Intel-
lectually pretentious, he
loved the rhetoric of Ger-
man heroism, while having
nothing but contempt for
the German masses.
"The rank and file are
usually much more
primitive than we im-
agine," he wrote. "Prop-
aganda must therefore
always be essentially
simple and repetitious."

scientifically used every
means of propaganda — fea-
ture films and documen-
taries, the famous "German
Weekly Newsreel," radio,
books, posters, newspapers,
placards, window displays,
leaflets, gossip, speeches,
even postage stamps — to
shape and control how
Germans saw themselves
and the outside world.
Every medium exhorted
Germans to fight, suffer,
and perish for the Fuehrer.
Churchill was a "whiskey
guzzler," Russia the site of
"Jewish Bolshevik Sub-
Humanity," English history
a perfidy dominated by
Jewish villains.
For years his success was
phenomenal and even de-
feat could be twisted for his
purposes. As victory became
more elusive, his prop-
aganda celebrated heroic
death — "national immor-
tality." But in the final
months of the war, as the
"primitive rank and file"
began to turn away from the
Media barrage, it was the
cynical, desperate Goebbels
who finally came to believe
in his own propaganda, in
the end fulfilling its inevit-
able promise: victory only in
death.

Herzstein, is associate pro-
fessor of modern - history at
the University of South
Carolina in Columbia. He is
the author of "Adolph Hitler
and the Third Reich,"
"Adolph Hitler and "The
German Trauma 1913-
1945."

Paul Silver, a retired
UAW representative and a
former Wayne County
Commissioner, died March
12 at age 73.
Born in New York, Mr.
Silver lived 60 years in De-
troit. He -was former
president of UAW Local 351
in the 1940s and 1950s. He
was for 15 years a Wayne
County Commissioner re-
presenting Detroit's north-
west district.
Mr. Silver was a part-
time lecturer on labor re-
lations at Oakland Uni-
versity, a member of the
Michigan State Demo-
cratic Party and a direc-
tor of the National .Com-
mittee for Labor Israel.
