Arms Balance Favors the Arabs WASHINGTON (JTA) — "Briefings on the balance of military forces in the Mid- dle East indicate that both the Arab states and Israel are better armed than be- fore the Yom Kippur War." But "the balance leans heavily in favor of the Arab states," according to an ar- ticle in the current issue of "NATO's 15 Nations," a privately published bi- monthly magazine that spe- cialized in discussions. Its editorial net- work is led by the Monch Publishing Group whose executive office is in Bonn, West Germany. It issues magazines mainly in German ltnd English but also pub- lishes a quarterly in Spainish and Por- tuguese. Johantes Steinhoof, a retired Ger- man Air Force general, is chairman of the editorial board. Its editorial direc- tor is Sir John Barac- lough, RAF retired, a former British Air Mars- hal.
