"It must be kept in mind," the report states, "that Jewish health and welfare institutions receive hun- dreds of millions of dollars in government funds" that could be lost in the wake of a taxpayers' revolt and that "some' services, such as meals' for senior citizens, would be eliminated al- together" without govern- ment funds. Citing a recent survey showing that most Americans believe the government already spends too much on foreign aid, the study also warns that assistance to Israel — and to other countries which depend .on American support for their security — might be Conservative Body Parley to Meet on Two Continents NEW YORK — When the World Council of Synagogues, international organization of the Conser- vative movement, convenes for its 12th biennial conven- tion this month, the event will be unique because for the first time the World Council • sessions will span two -continents. The first meetings will take place in Jerusalem during Purim week, March 12-17. The highlight will be an address by Prime Minis- ter Menahem Begin to the World Council's gala ban- quet at the Knesset. The report suggests that Jewish organizations con- sider the following recom- mendations in developing a position on Proposition 13- type efforts to cut taxes: • No proposals for tax re- lief should be made -without considering their impact upon other units of govern- ment and various groups in society such as the elderly, the sick, the poor and minorities. • Government efficiency — especially in the area of welfare reform — must be increased in order to make every tax dollar count. • Real tax reform aimed at equalizing the taxes that all Americans pay must be pursued by the federal gov- ernment. • To discourage tax re- volts, stronger efforts must be made on the part of all Americans to control infla- tion without hampering the national commitment to the goal of full employment. Judge Cancel s Nazi March PHILADELPHIA (JTA) — A series of events suggesting a hoax against the local Jewish community came to an abrupt end last Friday morning when U.S. District Court Judge Clif- ford Green ordered with- drawal of a permit for a march Sunday by a mys- terious individual identify- ing himself as the leader of a Nazi party. The National Park Serv- ice, which had issued the permit for the march at In- dependence Mall to a Jaines Guttman on -Feb. 20, fol- lowed through on Green's order by cancelling the permit.
