AJCongress Hits Abortion Statute NEW YORK — An Il- linois statute requiring unmarried girls under 18 to obtain parental or court permission for abortions has been assailed by the American Jewish Congress as unconstitutional because it is based on the theological premise that "the fetus is a human being from the mo- ment of conception." In a friend-of-the-court brief filed with the Seventh Circuit Court of Appeals in Chicago, the Congress argued that the Illinois law violated both the estab- lishment and free-exercise clauses of the First Amendment. The law abridged the Constitution, according to the brief, by imposing "the theological doctrines and inhibitions of certain religions upon those whose religious beliefs do not exclude abortion proce- dures." Only 30 Jews Still in China Rebbe Applauds C arter Proposal JERUSALEM — The Is- raeli Government's infor- mation center now believes that there are only 30 Jews among China's 839 million people. Jews have been in China since the Eighth Century CE but a permanent Jewish community was not estab- lished until the 1840s when the British captured Hong Kong and European powers had spheres of influence over other major cities. NEW YORK — The Lubavitcher Rebbe, Rabbi Menahem M. Schneerson, publicly lauded President Jimmy Carter for his pro- posal to establish a new , Cabinet-level Department of Education. "The Lubavitch move- ment has for many, many decades considered the furtherance of education as one of its primary con- cerns," the Rebbe said.
