The spokesmen were Martin Cowan, secretary of the National Jewish Com- mission on Law and Public Affairs (COLPA), and Nathan Z. Dershowitz, di- rector of the Commission on Law, Social Action and sued guidelines reportedly aimed at "white academies" organized by parents op- posed to attendance by their children at integrated pub- lic schools. The exemption of Jewish and other religious schools from the guidelines — which basically required private schools to prove ab- sence of racially dis- criminatory admission policies — was affirmed by a 1975 revision. But xvhen the IRS pub- lished late in 1978 new re- vised proposals, concern was widely expressed by non-public school organiza- tions and religious groups over apparent ambiguities in the revised proposals relative to religious schools. In response to thousands of complaints, the IRS held three days of hearings last December at which repre- sentatives testified for Jewish and Christian schools. The 1978 proposed re- visions were aimed at private schools or- ganized in areas in which public schools are being or have been integrated. Begin's popularit y plummeted to the lowest point since he was elected in May, 1977 when the De- cember poll showed that only 48.9 percent were satisfied with his perform- ance.
