Carter Claims Billy Is Not Biased

WASHINGTON (JTA) —
President Carter said Tues-
day that his brother Billy
"is not anti-Semitic" and
that "I disassociate myself
and Billy" from any.allega-
tions or remarks that may
be interpreted as such. Re-
plying to a question at a
White House press confer-
ence, Carter said, "I know
