Invoking Mandatory Law for Arab Students Debated in Israel

At midnight Jan. 25,

stricting them to their
homes in Galilee.

The orders, signed by
Gen. Avigdor Ben Gal,
commander of the Northern
Command, were issued in
accordance with Section 110
of the emergency regula-
tions of 1945 — at the time
of the British Mandate. The
