Mexico Positive
Towards Israel,
Dulzin Finds

NEW YORK (JTA) —
Leon Dulzin, chairman of
the World Zionist Organiza-
tion and Jewish Agency
Executives, declared on his
arrival in New York from a
four-day visit to Mexico that
the attitude toward Israel
and Zionism in that country
today is positive. He based
his assessment on an hour-
long meeting he had with
Mexico's President Jose
Lopez Portillo.
Dulzin described his
udience with Portillo as
very cordial and warm."
He said he raised the ques-
tion of Mexico's vote in the

United Nations General
Assembly two years ago in
favor of the Arab-inspired
resolution equating
Zionism with racism. Por-
tillo responded that what-
ever was in the past is for-
gotten and "we have opened
a new leaf," Dulzin said.
He said the Mexican
president lauded Ic;rael in
several- counts. -
Dulzin went to Mexico for
meetings with Jewish and
Zionist leaders there. While
in Mexico City he addressed
an audience of 1,200 on be-
half of the United Jewish
Appeal-in Mexico.

Institute to Train

Theological Institute will be
established at Heidelberg
this year. The purpose of the
institute, which will even-
tually be affiliated with the
university, is to train
German-speaking rabbis,
religion teachers and can-

UNITED NATIONS
(JTA) — Billy Carter
stooped to a new low by dec-
laring that American Jews
"can kiss my ass as far as I
am concerned now."
The President's brother
made the remark during a
reception for the Libyan
delegation whom he has
been escorting around the
country.
The reception was hosted
by the Libyan delegation to
the United Nations, with
Billy standing on the recep-
tion line. He made his re-
mark during a taped inter-
view with correspondent
Moses Schonfeld of the
Mutual Broadcasting Sys-
tern.
Carter pointed out that
his association with the
Libyans has nothing to
do with business and that
he does not intend to urge
the Libyans to increase
their -oil supplies to the
United States and will not
try to influence their pol-
icy. "I am very comforta-
ble with the (Libyan)
delegation. They are
friends of mine; they will
remain friends of mine,"
Carter said.
