THE DETROIT JEWISH NEWS Carter Would Consider New Summit If Ministers Fail WASHINGTON (JTA) — President Carter said he would "consider" another summit conference with Is- raeli Premier Menahem. Begin and Egyptian President Anwar Sadat if the upcoming ministerial - meeting at Camp David be- ginning Feb. 21 did not re- solve all the differences de- laying an Israeli-Egyptian peace treaty. But he told a press confer- ence he hoped the meeting between Secretary of State Cyrus Vance, Israeli Foreign Minister Moshe Dayan and Egyptian Prime Minister Mustapha Khalil would result in the two Middle East officials "routinely" going back to their countries for appro-Val of- an agreement reached at Camp David. If this "hope is realized," there would be no need for a summit, Carter said. Begin also disclosed that the new talks will be held in two stages, with an intermission in be- tween to permit Dayan and Khalil to report to their respective govern- ments and receive further instructions. Begin told reporters that the issue of the extent of Dayan's negotiating authority was not raised by the Cabinet although the ministers had discussed "the question of how the foreign minister is to react. He will react according to the Cabinet decisions and, of course, he will be consult- ing with me," Begin said, Government sources said later that it was decided not to broaden Dayan's authority beyond what it had been in the Blair House talks in Washington last November when Dayan and Defense Minister Ezer Weizman headed the Israeli negotiating team. At that time, the in- structions were for the Is- raeli negotiators to hear out the Egyptian and American view, to discuss various proposals with them and to report back to the Cabinet for instructions before committing Israel to any changes of position. - Unrest Reported on West Bank JERUSALEM (JTA) — A burning car tire was hurled at a bus in the Jerusalem suburb of Shuafat Monday and stones were thrown at the bus, but no one was hurt. , The incident was one of several reported on the West Bank, reflecting a wave of unrest in the area. Shuafat is midway between the city center and the new Jewish area of Neve Yaacov. At nearby Kalandia, also within the city limits, tires were set alight on the road as a protest measure. And in Jericho, school walls were daubed with nationalistic slogans and the military authorities stepped in to stop school for the day. In part, the West Bank unrest is seen as a response to a recent noticeable toughening of policy by the military government. LOCKS ... Goldmuntz, a former Presidential science ad- viser, declared that oil re- serves in Mexico, Canada and Venezuela are double those in the Middle East. Daniel 0. Graham, former head of the Defense Intelli- gence Agency, described the turmoil in Iran as a disaster for U.S. strategic interests, adding that he expected to see that Mideastern state "led by a Hitler in a turban." The only issues the two disputing Iranian factions — the Soviet-backed radi- cals and the mullahs — agree on, he said, are threats against the Shah, the U.S. and Israel. He predicted a second revolution in Iran within two years in which a PLO- type organization will over- throw the rigid secular re- gime and further expand the Soviet ring of steel in the Middle East which now includes Syria, Iraq, Ethiopia, Afghanistan, South Yemen, as well as its Indian Ocean fleets. If the erosion continues, he' foresees an arrangement in which the oil-producing sheikhdoms and Kuwait would fall and "the rich Saudis will get in their planes and fly to wherever their money is, leaVing the country to the Soviets and Soviet-backed radical Arabs." With the loss of Iran and its sophisticated weaponry, the U.S., he warned, must now face the clear reality that its only stable ally with military clout in the region is Israel.
