Community Council Fights State-Funded Tuition Grants About Parochiaid, of which the Jewish Com- munity Council is a member. Other members of the group include the American Civil Liberties Union, American Jewish Congress, and the Anti- Defamation League-of Bnai Brith. To receive petitions or in- - formation, call the . JewiSh Community Council, 962- 1880. The Jewish Community Council of Metropolitan De- troit is actively supporting the petition drive to force a referendum on Michigan Public Act 105, which pro- vides for "tuition differen- tial grants" to students at- tending private colleges in Michigan. These grants are outright awards and are not based on demonstrated fi- nancial need. College stu- dents attending state sup- ported institutions of higher education do not qualify for this grant program. Last summer, the Execu- tive Committee of the Jewish Community Council endorsed the circulation of referendum petitions on Public -Act 105. If enough signatures are collected and certified by the State Board of Canvassers, the matter will appear on.the ballot in the 1980 general election. It is believed funding for the grants will cease pending the outcome of the 1980 bal- lot question. The Jewish Community Council mailed petitions and informational mate- rials to its member organi- zations last month. Dead- line forreceipt of petitions is March 15. Opposition to Public Act 105 is being led by the Council of Organizations and Others for Education Ford Hospital Division Chief Dr. Haim I.._ Bicher has been named chief of the new Division of Radiation Biol- ogy at Henry Ford Hospital.
