I to61111URS.4111.9 to I Quebec Leader Would Recognize Israel and Seek Solution for Palestinian 'Entity' WASHINGTON (JTA) — Quebec Premier Rene Levesque, who seeks politi- cal independence for the Canadian province he heads, said here that if Quebec becomes sovereign, its government will recog- nize Israel and favor a solu- tion for the Palestinian Arabs in an "entity" of their own. Levesque, in Washington seeking support of sovereignty for the French- speaking province, did not discuss the Middle East in his address last Thursday at the National Press Club. "We also would like a sharing of some sort with the Palesti- nians." Speaking of an "en- tity" for them, he said that "a solution should be found so that the two can co-exist." Levesque declined to proVide his views on the Palestinian Liberation Organization. "Don't get me into that can of worms," he said. He observed, "We have a large Jewish community" in Quebec and -a "growing" number of Palestinian Arabs. Canada's Jewish population is 305;000. About 115,000 live in Montreal, Quebec's met- ropolis. Levesque said that he dis- cussed Israeli-Arab rela- tions recently with former Israeli Defense Minister Shimon Peres when the lat- ter visited Montreal. In a speech after return- ing to Montreal, Levesque urged the Jews of the pro- vince of Quebec to reconcile themselves to and integrate with the French cultural and linguistic majority in Quebec. He also gave his "solemn assurances" that his government will not tol- erate any form of "racism or discrimination." Levesque addressed 1,500 Jews at the Chevra Kadisha Bnai Jacob Synagogue. He received only polite applau-se from his audience during his speech and in a question period which coveren both domestic matters and his attitude toward Israel. . Levesque was infuriated by a group of Jewish youths who heckled him as he en- tered the synagogue and waved banners equating the Parti Quebecois with the Nazis. He told the audience, "I was overseas during the war and among the first group that went into the Dachau concentration camp and I know what happened in Europe." There is no comparison, he declared, between "the mad empire of Nazi Germany and the bootstrap nationalist opera- tion that we have to go through like you did to get your homeland." A member of the audience reminded Levesque of a newspaper column he wrote at the time of the Munich Olympics massacre in 1972 and asked bluntly, "Do you belieVe that Israel deserves to live as a sovereign Jewish state?" Levesque noted that he had described the mur- der of the 11 Israeli Olympic athletes as "barbaric" and had writ- ten, "That kind of atroc- ity was inexcusable." But, he said "the background had to be understood." Levesque said that while he understands the Jewish community's feelings for Is- rael, "this sometimes makes some Jewish people unable to accept normal criticism of Israel."
