When the White House was asked for comment fol- lowing the letter's disclo- sure a month after it was issued, a spokesman said a response would be made "at some point." The timing of the disclo- sure appeared to coincide with Egypt's continued pub- lic insistence on its de- mands for changes in the draft treaty and the United States attempts to persuade Israel to meet them. Brock's letter said that the Administration's Hillel Leader Sees Stronger U.S. Jewry WASHINGTON — The international director of the Bnai Brith Hillel Founda- tions, Rabbi Oscar Groner, says the American Jewish community of the future will be smaller but reli- giously and culturally stronger. Rabbi Groner, who was named chief executive of the campus movement last Sep- tember, says that despite a continued drift toward as- similation, there is ample evidence of a "significant, positive shift" in the Ameri- can Jewish community over the last 10 years and that a "native, indigenous culture of a high order" is develop- ing. "While we decry the cults and get excited about the potential harm of mission- ary incursions and mixed marriages, we overlook the positive results of what the Jewish community has built," Rabbi Groner says. "Today's Jewish students are far more open to Jewish ideas and practices than their parents' generation. "Twenty years ago, keeping kosher had a low priority in the Hillel pro- gram because there was little demand for it. To- day, there is hardly a col- lege in the United States which has not met that need in one way or an- other." Rabbi Groner is the brother of Rabbi Irwin Groner of Cong. Shaarey Zedek in Southfield. "Israel has been and should con- tinue to be America's strongest and most reli- able ally in the region," he wrote. "I state what has been for decades on obvious tenet of American policy but recent actions suggest that current policy is based on a sharply differing perception — one , which devalues Israel's -im- portance to our nation." Deploring "the presenta- tion of American dictates" to Israel, in an apparent reference to Carter's sup- port of the Egyptian pro- posals, Brock wrote that "Israel is not negotiating a treaty. It is negotiating its very survival." After calling on Carter to "return to the forebearance, patience and good sense which char- acterized your exceptional achievement at Camp David in September, Brock stated: "The patently unfair and counter-productive por- trayal of Israel as the obsta- cle to a peace treaty when it.
