delegate among Carter's
guests is Ahmed al Shahati,
the head of the Foreign
Liaison Bureau of the. Gen-
eral Secretariat of the Li-
byan People's Congress. In a
recent interview in the San
Francisco Chronicle,
Shahati complained about
Libya's negative image in
the United States: 'That
image came about because
of a lack of understanding.
We are in a continuous
struggle with the Zionist
movement which controls
the American media. They
associate us with terrorists
and spoil our good image.'
Shahati, it seems clear,
writes the scripts for Billy
Carter."
"In the absence of nuclear
weapons, however, Libya
continues to prepare for any
future confrontation in a
two-pronged manner —
arming itself and arming its
terrorist clients. The Li-
byan armed forces haVe
been stocked — and accord-
ing to some military
authorities, overstocked —
with the latest Soviet
equipment. And-_ Libyan
largesse to terrorist groups
from Ireland to the Phil-
lipines continues unabated.
Of course, most of Libya's
support goes to Palestinian
terrorist groups."
The Jewish Commu-

ropolitan Detroit circu-
lated a fact sheet about
Libya this week, quoting
Qaddafi, listing•a record
of Libya's support for
terrorism and Libya's
persecution of Jews.
Included were the follow-
ing facts:
• The two terrorists who
carried out an attack in Is-
tanbul in August of 1976
reached their objective from
Libya. According to reports
of the news agencies from
Istanbul, the terrorists said
that they had been armed
and financed by the Libya
government.
• Libya served as the
first refueling stop for the
hijacked Air France plane
en route to Entebbe in July,
1976. In addition, it was
Libya which accorded a
heroes' state funeral to the
murderers of
Israeli
athletes in Munich in 1972.
• In February, 1970
Qaddafi's regime confis-
cated all Jewish property
and cancelled all debts owed
to Jews since June 5, 1967
(Libyan Law Number 14,
Feb. 7, 1970). Jewish claims
for compensation totaling
millions of dollars were can-
celled (Libyan Law Number
57, May 9, 1970). Homeless-
Jews were herded into spe-
cial camps. Today, Libya's
ancient Jewish community
has been all but obliterated.
