THE DETROIT JEWISH NEWS Proxmire Predicts Senate Approval of Genocide Rule WASHINGTON (JTA) — Senate ratification of the United Nations Genocide Convention "looks better" in the Congressional ses- sion that began Monday than at any time since President Truman ap- proved it 29 years ago, ac- cording to Sen. William Proxmire (D-Wis.), the Se- nate's most determined ad- vocate of the measure. Shortly before the 96th Congress held its first ses- sion, Proxmire said that chances for success are bet- ter because of the atrocities \ in Cambodia and Uganda and the effect of the NBC-TV series on the Nazi Holocaust last spring which he said had "a deep emo- tional response all over the country." Proxmire said he has been talking to a number of Senators since they began arriving in Washington Jan. 3 and he believes 50-60 of the 100 Senators favor the convention. Two-thirds of the Senate, or 67, are needed to ratify an interna- tional treaty. The legislation will be adopted by the Senate, Proxmire said he be- lieves, if former Califor- nia Gov. Ronald Reagan, who looms as the leading potential Republican nominee for President in 1980, is neutral, or friendly to the conven- tion. Conservative mem- bers have historically felt that the convention would abridge the U.S. Constitution and Attorney Steven Cohen will address the congrega- tion on "The Death of the Jewish Court System" at 8 p.m. Feb. 6. On Feb. 13, Dr. SEN. PROXMIRE Jason Bodzin will speak on "Medical Ethics in Judaism." The Feb. 20 pro- gram will feature Mr. and Mrs. Edward (Ruth) Shnee, who will speak on "A Jewish Family and the Moonie Cult." Rabbi Kenneth Chelst will address the Feb. 27 session on "The Use of Lethal Force." Refreshments will be served, and the community is invited free of charge. Reagan's position may pressure his Senate sup- porters not to oppose it. On every Senate business day for the past 11 years, Proxmire has urged the Se- nate to pass the convention. His speeches and state- ments testify to the dogged- ness with which he has fought to have the U.S. abide by the measure which was adopted by the UN in the wake of the Nazi at- rocities. Every president, secre- tary of state and attorney general since 1949 has backed the convention. The American Bar Association, which had been a persistent opponent, finally approved it in 1976, thus improving the chances for passage. The Senate Foreign Relations Committee, which has voted out the measure for Senate debate four times, is expected to do so again in the current session. Despite these factors, Senate con- servatives last session blocked its passage by par- liamentary maneuvers. Ethical Dilemmas in Judaism Topic of Bnai Moshe Lectures The Cong.
