Meanwhile, an alert civi-
lian was credited with av-
erting a major terrorist out-
rage in the Haifa port area
this week.
Security sources reported
that the El Fatah round-up
followed the interrogation
of a young terrorist who was
injured when he and a com-
panion placed an explosive
charge under an Israeli ve-
hicle in the Kalkilya mar-
ketplace last Dec. 27. The
device, which exploded
prematurely, had been in-
tended to take a toll among
Israelis who visit the mar-
ketplace in large numbers
on Saturdays.
The youth provided in-
formation that led to the
arrests of five other
young terrorists compris-
ing an El Fatah cell. A
second cell was sub-
sequently uncovered by
police who said it was or-
ganized to assassinate
Arabs accused of collab-
oration with Israel.
The members of two other
cells in the early stages of
organization were also ar-
rested.
Police said a possible dis-
aster was averted in Haifa
when Edmond Bismoot, a
shop employe, spotted a
plastic bag opposite the
main gate to Haifa port, one
of the busiest corners in the
city.
The bag contained a pow-
erful explosive and activat-
ing device which was safely
dismantled by police sap-
pers.

Five Arrested Following Clash Between
Orthodox Jews, Police in Borough Park

NEW YORK (JTA) — As-
semblyman Samuel Hirsch
(D-Brooklyn) was charged
at the police department's
Brooklyn central booking
office with assault stem-
ming from last month's
clash between angry Or-
thodox Jews and the police.
Four other Orthodox
Jews were charged along
with Hirsch with assault
and obstruction of justice.
According to police, Hirsch
was released pending a
court hearing.
At a press conference at
the police station, Hirsch
charged he was arrested be-
cause of his complaint
against police prejudice
against minorities. The
other four persons were
charged, Hirsch said, only

pended commander of the
Israeli navy, will not be
reinstated despite his ac-
quittal by a special tribunal
Tuesday of charges of at-
tempted rape. The decision,
announced by Chief of Staff
Gen. Raphael Eitan, was
supported by ,,Defense
Minister Ezer Weizman.
Barkai, 43, served as
navy commander for more
than two years. He will re-
tire and return to civilian
life. The decision not to re-
store him to duty was based

ing of Gen. (Res.) Chaim
Herzog and two civilian
judges, stated that the tes-
timony in the trial tended to
support the complainant, a
young woman member of
the navy, but that the lack
of corroborating evidence
left- no choice but to decide
f6r acquittal.
Barkai, the highest
ranking officer in the Is-
raeli navy, was sus-
pended pending trial. He
was charged with using
force, threats and be-
havior unbecoming an
officer in the attempted
rape of a young woman
rating.
The court said it had
doubts about Barkai's de-
fense and alibis, but it also
was not fully convinced by
the plaintiffs story which
seemed to be a mixture of
truth and imagination. The
verdict will be reviewed by
the chief of staff.
