Hardly a department emerged unscathed and even the Jewish National Fund was criticized for al- leged irregularities in issu- ing tenders. The JNF re- sponded immediately that the report failed to take note of faults that have been cor- o. rected. . The report charged that •. • the Youth and Hehalutz Department had vastly ex- ceeded its approved budget for accommodations and tours. It spent about IL 23 million against a budget of IL 9.4 million for fiscal 1976-77, the report said. It also found that some leaders of overseas youth Pi* groups visiting Israel were unfit; several of them,-in fact, were "yor dim" -- Israelis who 'set- tled permanently abroad — who could hardly set an example compatible with the department's aims. . The report also cited dis- crepancies between an ad- vertised summer youth project in Israel last year and what was actually of- fered to the disappointed youngsters when they, ar- rived. The comptroller, Meir Ben-Zion Meiry, called on the Department for Educa- tion and Culture in the Diaspora to make sure that overseas groups which in- ii,-•.- vite Israeli educators bear the greater part of the ex- penses involved. The report 11 • criticized the method of selecting teachers for over- -•-• ► seas missions. Two Jewish com munities in Asian countries had no education emissary while the term of one emis- sary was extended from two to three years despite a negative rating of the qual- ity of his work. The report accused the Department on Jewish Schools Abroad of lax supervision. Only nine qualified teachers sent by the department now teach in the U.S. The rest are yor- dim, some of whom lack formal professional train- ing. The report said there was too little coordina- tion between the WZO's Department for Overseas Relations and the Foreign Ministry and be- tween that department and the WZO's Informa- fion and Organization Department. Meanwhile, in Moscow, four refusnik women, Natalia Rosenstein, Galina Tsirlin, Natasha Khassin and Ludmilla Cherkassky, demonstrated in front of the Ministry of Foreign Affairs, according to the Student Struggle for Soviet Jewry. (SSSJ) and Union of Coun- cils for Soviet Jews (UCSJ). The women held signs read- ing, "Let Us Go To Israel." Their protest was broken up by police in minutes, but many foreign diplomats saw them, the Soviet Jewry groups said. The SSSJ and UCSJ also reported that Leonid Slepak and his recent bride have received exit visas to Israel. Slepak's parents, Vladimir and Maria Slepak, have been banished to Siberia for of cooperation in some, cases between WZO emissaries and Israeli diplomats abroad. It charged that the direc- tor of a project undertaken by the Immigration and Ab- sorption Department re- ceived a salary and ex- penses far above what he was entitled to. One of the most serious findings was an apparent inflation of WZO member- ship rolls. The report said that of 1.2 million members counted in the WZO many were ineligible for membership and more than a few were deceased. The SSSJ said Romania has reduced Jewish emigration to Israel by 75 percent in the last four years. The SSSJ reported that Russian immigrants now in Israel witnessed a re- vival of the medieval canard alleging that Jews are poisoning Christians. They said a woman Jewish ice cream vendor in Shaulai, Lithuania -was ac- cused of poisoning the ice cream and was saved from an angry mob by police.
