His par- liamentary secretary is in jail pending a murder trial. Biton was granted time to speak on his request to strike off the agenda a mo- tion calling on the Knesset to express solidarity with Soviet prisoner Ida Nudel. Instead of presenting a short statement, as is usually done in such in- stances, Biton began to read a long speech criticizing the support given to Soviet Jewish prisoners and denounc- ing Silva Zalmanson as a "terrorist" for having participated in the at- tempt to hijack a Soviet plane in 1970. He said the government was neglect- ing the "real prisoners of Zion, who sit in Ramla and Ramallah, Beersheba and Nablus." When the chairman of the session called Biton to or- der, the legislator pulled out large handcuffs from his pocket and chained himself to the microphone. The Knesset was thrown into an uproar with several Knesseters trying to unc- hain Biton. Unable to do so, a gardener was rushed to the chamber who used shears to cut the handcuffs. . Biton, 31, was one of the founders of the Israeli Black Panthers group in the early 1970s and be- came widely known when he led anti- government demonstra- tions demanding social equality for Sephardic Jews. He served several short periods in Israeli prisons, during his youth, on burglary charges and later in connection with the Black Panther demonstrations. During his speech in the Knesset, Biton referred to what he termed the mis- treatment he was subjected to while in prison. JERUSALEM (JTA) — Arnon Gafni, governor of the Bank of Israel, unveiled his own plan to fight infla- tion. Appearing before the Knesset's Finance Commit- tee, he criticized the IL 304 billion budget proposed by Finance • Minister Simha Ehrlich as inflationary and urged that it be pared by IL 5 billion to reduce the rate of inflation by 10 percent. The cabinet failed to vote on Ehrlich's budget. The vote was postponed until the next session at which time Premier Menahem Begin is expected to inter- vene. The most severe critic of Ehrlich was Yitzhak Modai, Minister of Energy and Infrastructure, who presented an alternative budget based largely on Gafni's proposals. Gafni told the Finance Committee that if the budget isn't cut, income taxes should be raised and the government should continue to slash its price support sub- sidies for basic food products and public transportation. Mercy and truth preserve the king; and his throne is upheld by mercy. Ehrlich is known to favor a reduced budget in princi- ple but maintains that his budget is the smallest possible under the present circumstances. He said that he was still hopeful it would be approved intact for sub- mission to the Knesset early next year. Most members of the cabinet want reductions. The meeting, in the sports field of the Sephardic Ath- letic Club, was organized with the support of the DATA and several other mostly Sephardic organiza- tions. leader Sephardic Ruben Beraja, Israel charge d'affaires Herzl Inbar and Argentine Socialist leader Luis Pan addressed the meeting. A message was sent to the Syrian Ambassador here asking him to transmit to his government the request of Argentine Jewry that Sy- rian Jews should be allowed to emigrate and that perse- cution against Syrian Jews be halted.
