Why is President Carter
trying so hard to browbeat
Israel into acceptance of
drastic revisions of the draft
peace treaty with Egypt
which, previously, he had
urged upon both sides as an
equitable resolution of their
conflict?
Why is he so harsh in his
criticism of Prime Minister
Begin for insisting on the
terms agreed upon in the
Blair House negotiations
and so supportive of
President Sadat's new de-
mands which the Israelis
. say reduce that draft to a
meaningless piece of paper?

Why, for the first time
since 1956 when President
Eisenhower stopped Secre-
tary of State John Foster
Dulles from seeking sanc-
tions against Israel, has a
White House emissary (Se-
nate Majority Leader Byrd)
threatened Israel with sus-
pension of American aid?
The answer to these
questions does not lie in
the Middle East. The
Arab-Israeli conflict is
not, at this moment, the
most pressing problem in
the Middle East; cer-
tainly not when Iran, the
most powerful military
force in the region and its
second largest oil expor-
ter, is being torn apart by
revolution. And not when
a genocidal action is
being perpetrated
against the million Chris-
tians in Lebanon as the
prelude to a Syrian
takeover of what was
once a democratic oasis
in the Arab world.

Nor is President Carter
naive enough to believe that
he can appease the money-
hungry sheikhs who control
60 percent of OPEC's oil
production and provide
most of the fuel we import
by tossing Israel to them.
Israel cannot be blamed
for the Iranian debacle or
the Syrian pogrom of Chris-
tians or the voracious appe-
tite of the oil sheikhs. The
cause of Carter's displeas-
ure with Israel must be
found closer to home on the
domestic scene.
Earlier this year, the
President had fallen to a
lower point in the popular-
ity polls than any President
in many years. Overnight,
his success in persuading
Begin and Sadat to sign the
Camp David accords
created a new image for the
man in the White House.
He followed Camp
David with successes in
Congress previously de-
nied to him and with the
coup of establishing rela-
tions with Communist
China. Nevertheless, he
apparently feels that his
new prestige is being un-
dermined by the possibil-
ity that his Mideast
peacemaking effort
failed.
It is, perhaps, premature
to say that the President
has failed as a peacemaker.
It is unlikely, however, that
he will succeed in the Mid-
dle East until he recognizes
A Hanu ka Story

As we drove towards
Northland that night, the
Christmas lights froni the
trees and stores shown
brightly. . It was so pretty
and impressive.
Suddenly a voice came
from the back of the car:
"Why do they have Christ-
mas lights and not Hanuka?
Why don't they have
Hanuka and dreidels and
all for the Jews?" The little
voice of the four-year-old
was perfectly clear and a bit
deep. I was sort of startled
by the way she asked the
question.
"Well, Dear," I started-
to say and explained
there are more Christians
than Jews and the stores
try to sell to the majority
of the people. I thought
my answer was sort of

the salient point stressed in
a recent New York Times
editorial: "What Egypt
gives can be revoked; what
Israel yields can be re-
gained only in war."
The President's standing
in the polls is a problem for
him and for his public rela-
tions staff; unfortunately
for the Israelis, he has also
made it a problem for them.
But the Middle East situa-
tion remains, and we don't
see too much being done
about it.
The question is not how
much we have to pay for the
oil we must buy to warm our
homes, keep our factories
humming and our wheels
turning; it is whether we
can keep the oil flowing at
any price as long as we need
it.
The Middle East is an
area highly vulnerable to
Communist pressures —
as is any area where the
ruling regimes have no
popular support. We sat
back while Communist-
dominated forces took
control of the Horn of Af-
rica dominating the sea
lanes by which our oil
must transit. We de-
pended on the Shah of
Iran, with the most
sophisticated military
equipment the world has
ever seen, to protect the
flow of oil through the
Persian Gulf and shield
the Arabian oilfields
against threats from the
north.

OK, but just a bit above
the little four-year-old.
The silence in the back
seat continued.
Then, suddenly, as loud
as a four-year-old could pos-
sibly get without scream-
ing, came, "But God loves us
best!"
I was a bit taken aback
after trying to teach my
children that God loves
everyone the same. "Why do
you say such a thing?" I
asked.
"Well God made the snow
white and the sky blue, and
those are Jewish colors,"
she said.
Channel Island
Inmates Sought
to Identify Nazi
The Kansas City Jewish
Community Relations
Bureau is seeking individu-
als who may be able to iden-
tify an alleged Nazi war
criminal now living in Kan-
sas City.
The alleged Nazi war
criminal may have been
stationed on one of the
Channel Islands sometime
between 1942 and 1945.
The Detroit Jewish
Community Council re-
quests that any persons who
had been interned on the
Channel Islands call Steve
Shaw at the Council office,
962-1880.

hurry up and drink, for the
world from which we must
go is like a wedding feast."
We relied on Israel (even
if we didn't openly state it)
to keep the Communist-
supported radical Arab re-
gimes from swallowing up
the militarily helpless oil
producing countries, includ-
ing Saudi Arabia.
Now Iran, as a linchpin of
this defense, is gone and we
are threatening Isiael with
various dire punishments.
We have done virtually
nothing to reduce our own
oil consumption and thus
reduce our vulnerability, or
to develop major alternative
sources of energy such as,
perhaps, the vast oil re-
serves of Mexico might sup-
ply. We remain dependent
on the Middle East.
Some
weeks
ago,
President Carter asked
former Undersecretary of
State George W. Ball to
examine the Iranian de-
velopments and advise the
White. House on its options.
A few months ago, writing
on the Arab-Israeli conflict,
Ball proposed that the U.S.
Air Force move into at least
one of the magnificent
bases Israel built in the
Sinai (from- which the Saudi
Arabian, Kuwaiti and Emi-
rates oilfields can be
covered) and that the U.S.
Navy establish bases at
Haifa and or Alexandria or
both, under mutual defense
treaties with Israel and
Egypt.
Ball proposed this as a
guarantee for both sides
to enable them to make'
the concessions neces-'
sary to facilitate 1-33.

might well be the security
assurances that would pe
mit Egypt and Israel to
reach an agreement as a
preliminary to an overall
Arab-Israeli settlement.
