NEW YORK (JTA) —
Two Tel Aviv University
experts on the Middle East
warned here against the re-
liance of the United States
on the stability of the Saudi
Arabian government for its
future energy needs.
The two were among
American and Israeli par-
ticipants in an all-day con-
ference on "United States
Energy Policy and its Impli-
cation for Israel and Saudi
Arabia.
The conference was spon-
sored by the American
Friends of Tel Aviv Univer-
sity and the World Jewish
Congress and hosted by

from Prof. Haim Shaked,
director of the Tel Aviv
University's Shiloah In-
stitute, and Maj. Gen.
Aharon Yariv (ret.), di-
rector of the university's
Center for Strategic
Studies. "While the Saudi
record has been one of
surprising stability thus
far," Shaked said, "we
cannot on the basis of ex-
ternal and domestic fac-
tors, depend on the
Saudis as a solid rock
which will not be exposed
to major changes."
Yariv said that "those in
the Middle East who possess
an American orientation
look to the United States for
credibility, but the de-
velopments in Iran are un-
dermining this and upset-
ting the Saudis greatly." He
also warned that "instabil-
ity in the Middle East is vis-
ible for a long time to come
and militates against U.S.
interests." Yariv noted the
U.S. "erroneously" believes
that by resolving the Arab-
Israel conflict with "heavy
Israeli concessions will ipso
facto resolve the regional
stability."
Prof. Uzi Arad, also of Tel
Aviv University, declared
that "the rapid rise in U.S.
dependence on Arab oil
from 31 percent in 1973 to
48 percent last year is a
major contribution to the

forces in the Persian Gulf
and so its best course "is a
reduction in dependence on
Persian Gulf oil." .
The consensus of those at
the meeting, according to
Haim Ben-Shahar,

president of Tel Aviv Uni-
versity and an economist, is
that "the U.S. dollar will be
strengthened and the power
of the OPEC nations di-
minished only through the
deregulation of fuel prices
in the United States and the
lessening of restrictions on
the development of coal and
nuclear energy."

MDA Recognition Campaign

In his acceptance speech
at the Nobel Peace Prize
ceremony in Oslo, Prime
Minister Menahem Begin
called attention to the great
Swiss humanitarian Jean
Henri Dunant, who was the
first recipient of the Nobel
Prize for peace in 1901.
Begin mentioned the fact
that Dunant was the foun-
der of the International Red
Cross. Dunant was also one
of the first Christian sup-
porters of a Jewish home-
land, later envisaged by the
great Zionist leader
Theodor Herzl.
At this important
juncture in Israeli history,
when the leader of the gov-
ernment of Israel joins
Dunant as a Nobel Peace
Laureate, it is ironic to have
to remind your readers that
the Magen David Adom
(Red Shield of David)
Society is denied recogni-
tion by the International
Red Cross.
In spite of its continued
pronouncements that it is
founded on the principles
of humanitarianism, uni-
versality and brother-
hood, the Geneva-based
Red Cross organization
refuses to grant member-
ship to the Israeli Magen
David Adorn organiza-
tion.
This is all the more out-
rageous when all qualified
experts, including those
from the Red Cross itself
readily agree that Israel ful-
fills nine of the 10 criteria
for admission. The only
condition Israel cannot fol-

With Labor Party

TEL AVIV (JTA) — The
Mapam Secretariate voted
to dissolve its partnership
with the Labor Party,
thereby bringing to an end
the Labor Alignment
created more than a decade
ago.
The recommendation,
adopted by a majority of 25
votes, will be submitted to
the Mapam convention for
approval when it meets in
February.
Labor Party r chairman
Shimon Peres expressed re-
gret over the Mapam deci-
sion. He said it would
weaken the Labor front at a
time when unity was essen-
tial to deal with crucial eco-
nomic and political issues.

Land Returned
to Beit Sahur

JERUSALEM (JTA) — A
week after the military gov-
ernment seized some 300
acres of land from the West
Bank town of Beit Sahur
"for military purposes," the
military governor of Judaea
and Samaria ordered 60
acres returned to the local
residents.
The revision in the mili-
tary government's decision
came in the wake of protests
by Arab leaders. Elias Freij,
the mayor of neighboring
Bethlehem, told reporters
the seizure of land in the
West Bank was contrary to
the Camp David agree-
ments.
The partial cancellation
of the seizure was made dur-
ing a tour in the area by the
military governor, Gen.
Binyamin Ben-Eliezer.
