NEW YORK (JTA)
Youth movement is circulating a crude anti-Semitic pam-
phlet titled "President Carter and his Kosher Crowd"
which alleges that "Jews Rule America." The pamphlet,
published by "Liberty Bell Publications" of Reedy, W. Va.,
has turned up in various parts of the country in recent
weeks, including Detroit, distributed by local neo-Nazi
groups according to the Anti-Defamation League of Bnai
Brith.
"Liberty Bell Publications" is a printing firm owned by
George Dietz, described by the ADL as "the largest pub-
lisher of anti-Semitic literature in the U.S."
Dietz, the ADL said, is a,German-born immigrant who
finances his anti-Semitic activities from a successful real
estate business in which he deals mainly in farm proper-
ties. According to the ADL, Deitz has admitted in print that
he was a member of the Hitler Youth but there is no evi-
dence to link him with war crimes.
His principal publications are "The Liberty Bell"
and "White Power Report," both rabidly anti-Semitic
and blatantly Nazi, the ADL said. The pamphlet alleg-
ing that "Jews control the government, the news, the
money and the churches" in America first appeared
in the December 1977 issue of "The Liberty Bell" and
is now being re-issued as a flyer. It contains the names
of about 50 persons, each with a Star of David in front
of the name. On top of the list is the statement that
"These are some of the Jews who are formulating the
policies of President Carter's administration."

The pamphlet makes its pitch in rhyme: "If you think
you're worth your salt . . . help bring subversion to a halt
.. today your country needs a boost ... conniving Jews
now rule the roost . . ."
Meanwhile, the Ontario Commission on Election Fi-
nance has rejected an application by the ultra-right wing
Nationalist Party of Canada seeking to become an official
provincial party. Registration would have allowed the
party to place its name on election ballots and collect tax-
exempt contributicIns.

Reportedly the commission found a number of forged
signatures on the party's petitions to be recognized.

JERUSALEM (JTA) — There were hints in Jerusalem and Cairo this week that the Israeli-Egyptian
peace negotiations will resume soon. Premier Menahem Begin stressed Tuesday night that Israel is ready
to continue the talks and is willing to negotiate Egypt's demands concerning self-rule for the Palestinians
on the West Bank and Gaza Strip.
In Cairo, Egyptian President Anwar Sadat said that while he has not received an invitation to new
talks "things will be clear" over the next few days. At the same time, Egypt's Middle East News Agency
(MENA) reported from Washington that there was a possibility of a second meeting between Secretary of
State Cyrus Vance, Israeli Foreign Minister Moshe Dayan and Egyptian Prime Minister Mustapha Khalil
in either Washington or a European capital.
Sadat, speaking to reporters following a meeting of his ruling National Democratic Party's parliamen-
tary committee, said the meeting between the three in Brussels last weekend was useful. "A new round of
talks stands a good chance," he said.
Begin's comments were made in an address to members of the Soldiers Welfare Association.
He said that Israel would be willing to discuss the autonomy issue and even the Egyptian demand
for reviewing the peace treaty although this would have to be a general statement since Israel will
never agree to setting the review date at five years as the Egyptians want.
But Begin said that Israel could not agree to a timetable for the implementation of the self-rule plan for
the West Bank and Gaza because it did not depend on Israel alone. He noted that Israel has invited Jordan,
Syria and Lebanon to join the peace talks but so far they have refused. "Can we force them to come?"
he asked.

original deadline of Dec. 17. "We
were ready to sign it much before
that date," he declared. He said

negotiations, but it refused to sign
an empty treaty that does not

InstituteExposes Soviet Anti-Semitic
Campaign in Analysis of Propaganda

The old anti-Semitic cliche "Jews and Freemasons" has emerged, in increasingly explicit
LONDON
terms, in official Soviet anti-Zionist propaganda. A research report published by the Institute of Jewish Affairs in
London traces the development of the utilization of this theme in Soviet propaganda since its first appearance in
semi-official form in 1970.
The "Zionists and Freemasons" theme was, apparently, approved only for semi-official usage in 1970. In
February 1974, Candidate of Economic Services Valery Emelyanov, in an official (though unpublished) Com-
munist Party-sponsored lecture in Moscow, condemned the so-called alliance of the "Zionists"-Masons who, he
declared, sought to dominate the world by the year 2000.
In November 1975, perhaps to coincide with the UN resolution equating Zionism with racism, V.I. Skur-
latov's book "Zionism and Apartheid" was published in Kiev. Skurlatov, seeking to prove that modern racism
was inherited from the Jewish biblical concept of "God-chosenness," defined Freemasonry as "secular Judaism."
In January 1977, Emelyanov returnecrto the theme of a Judeo-Masonic world conspiracy in a

El Al Office in Teheran
Is Destroyed by Mobs

The El Al offices in Teheran were
TEL AVIV (JTA)
wrecked by a mob of several hundred people Sunday. No one was
injured. Soldiers dispersed the vandals after the rampage had
gone on for two hours.
The attack was aimed specifically at El Al, apparently as a
result of anti-Israel statements by Ayatullah Khoumeini, the
exiled Moslem leader who lives outside Paris. Meanwhile, El Al
has rented new office space in Teheran.
In New York the American Friends of the Alliance Israelite
Universelle said the Ettehad schools of the Alliance in Iran have
resumed their normal functioning. Only a very small number of
the 4,000 students were absent when the 14 schools were re-
opened.
