Local Aliya Director Meets Top Jewish Emigre Chief •

"If a Jew wants to make
aliya, it is Israel's duty,
with very few exceptions, to
facilitate absorption."
With this major policy
departure, Raphael Kot-
lowitz, newly named head of
the Jewish Agency Immi-
gration Department,

opened the annual Israel
Aliya Center Conference of
North American shlikhim
held recently in New York.
According to Yehuda Be-
rman, director of the Israel
Aliya Center in Oak Park,
Kotlowitz emphasized that
better absorption in Israel is

will encourage the estab-
lishment of landsmanshaf-
ten — organizations of olim
who have emigrated from
the same geographical area.

Kotlowitz told Israel
Aliya Center shlikhim to
urge their communities to
establish support groups
and that his Jerusalem
office will enact a similar
plan.

"Such groups in Israel,
supported by similar
units in the cities from
which olim have emi-
grated will act as
catalysts for a smoother
absorption," Kotlowitz
said. "Experience has
taught us that the
smoothest absorption
has been accomplished
when an oleh was as-
sisted by former resi-
dents of the same area
who shared common
problems and aspira-
tions."

Berman, whose Israel
Aliya Center is responsible
for servicing all of Michi-
gan, all of Indiana, Toledo,
Ohio and Windsor, Ontario,
Canada, said Kotlowitz told
him that he planned to
name ombudsmen for olim
in Israel.
Kotlowitz said that he
would soon launch a major
effort to urge the absorption
ministry to establish pro-
grams for singles and re-
tirees "in a serious manner
that will encourage these
two groups of Jews to im-
migrate to Israel in greater
numbers."
