So wrote Nicholas von Hoffman in "Make-Believe Presidents," subtitled "Illu- -ions of Power from McKin- ley to Carter" (Pantheon Books). In "Make-Believe Presidents" von Hoffman set out to prove that Nixon and Watergate culminated a tradition that started with Theodore Roosevelt.
