In commemoration of the rededication of
the Temple, Judah Maccabeus decreed that
on the 25th day of the month of Kislev
of each year the Jews were to celebrate
the Festival of Lights for eight days.
They were to burn lights during this
period, adding a new light each night
and sing songs of praise to celebrate
the dedication and the triumph of
Israel in the struggle for its everlasting

FBI Arrests 2 in New York Bomb Attempt

NEW YORK (JTA) —
Two men, allegedly mem-
bers of the New Jewish De-
fense League (NJDL) were
arrested early Monday by
the Federal Bureau of In-
vestigation and charged
with conspiracy to blow up
the Egyptian government's
tourist office here. The two,
Victor Vancier, 21, and
Bruce Berger, 30, were.ar-
raigned on conspiracy
charges in U.S. District
Court in Manhattan.
Magistrate Marton Jacobs
ordered Vancier, held in jail
in lieu of $100,000 bail and
Berger held in lieu of
$50,000 bail.
The FBI, in announcing
the arrests, said it had
found a powerful bomb in a
parked car near the tourist
office located at the Fifth
Ave. entrance to Rockfeller
Center - in Manhattan. An
FBI spokesman said Berger
was seized in the parked car
and Vancier was arrested at
the Port Authority Bus
Terminal, about a mile
away. A man identified as
Michael Fitzpatrick, who
was in the car with Berger,
reportedly provided the FBI
with the information that
led to the arrests.
The lawyer for Vancier
and Berger, Sam Polur,
charged that his clients
"were set up by the FBI" and
contended that "This case is

New Spanish Constitution
OKs Freedom of Religion

NEW YORK — Spain's
12,000 Jews achieved full
religious equality. as • one
feature of the new Spanish
constitution approved in
this month's nationwide re-
ferendum.
"This dramatic change in
the situation of the Jewish
and other non-Catholic
religious minorities in
Spain truly deserves to be
hailed as one of the major
steps toward • greater
democracy incorporated in
the 169 articles of this new,
basic Spanish document,"
declared Richard Maass,
president of the American
Jewish Committee.

to Egypt." The FBI claimed
that Vancier, who they said
identified himself publicly
as the executive director of
the NJDL, may have been
responsible for other
firebombings in New York
City and Westchester
County in the last few
months of cars and homes of
Egyptian officials stationed
in New York. Vancier had
formerly identified himself
as the leader of an ad hoc
group called the Jewish
Committee - of Concern
(JCC).
In November 1977,
Vancier and another
member of the JCC dis-
rupted a meeting of the
Synagogue Council of
America where the guest
speaker was the Egyp-
tian Ambassador to the
United States, Ashraf
Ghorbal. The JCC and
the NJDL contended that
Egyptian President
Anwar Sadat's visit to
Jerusalem at that time
was a move to lull Israel
into a false sense of secu-
rity and that the govern-
ment of Premier
Menahem Begin was sur-
rendering its security to
an enemy. The targets of
both groups were solely
Egyptian officials.

and goes on to declare that
no one shall be obliged to
declare his religion, ideol-
ogy or beliefs.
For Spain's Jews, the
new document marks the
accomplishment of a
struggle to achieve equal-
ity that has taken over 30
years. First, there was the
drive to have the right to
publicly perform Jewish
services, denied under
the Concordat between
Spain and the Vatican of
post-Spanish Civil War
days. Then came the
building of the first mod-
ern synagogue in Spain,
in Barcelona, in 1955, but
without any exterior sign
that it was a Jewish
building.
Then in Madrid, in 1968,
came an inauguration of a
synagogue in a ceremony
marked by the presence of
government officials, and
with exterior signs that it is
a Jewish place of worship.
But even today, certain
limitations exist on full
Jewish communal exercise
— the community, for
example, cannot own its
religious properties directly
— which the new- Constitu-
tion will make possible.
The next step in imple-
menting the constitutional
guarantee of full equality
will be the passage of a law
establishing the relations
between the Spanish gov-
ernment and religions in
the country. The text of such
a law has been the subject of
more than a year's discus-
sion.

family was firebombed in
the mistaken belief that it

resides next door. The dip-
lomat, Egyptian Vice Con-
sul Farouk Mansour, sum-
moned the fire department
and raced to the aid of his
neighbors.
