"We see it as an effort to use UN assistance pro- grams for the political bene- fit of the PLO," the State Department's chief spokesman, Hodding Car- ter, said. "While we support assis- tance to the Palestinian people through the United Nations Relief and Works Agency' (UNRWA) and other UN programs, we be- lieve that a- ny effort to twist these programs for partisan aims undermines support for them," Carter added. The resolution was ap- proved by the committee by a vote of 93-5 with 33 abstentions, including the nine member states of the European Economic Community (EEC). The five opposing votes._ were cast by the U.S., Israel, Australia, Canada and Malawi. The resolution re- quires the United Nations Development Program (UNDP) to render assis- tance and cooperation to the PLO in carrying out projects to improve the social and economic conditions of the Palestinians.
