who was serving a 15-year
sentence for mass murders
of Jews and others he com-
mitted in a Polish village
during World War II while
serving with the Nazi SS.
The tribunal ordered the
return to Menten of all of his
property confiscated by the
police at the time of iris ar-
rest, including his passport.
Menten claimed that he
had received an oral prom-
ise from the late Minister of
Justice Leendert Donker, in
October 1952, that he would
never be prosecuted for his
wartime . activities. An in-
vestigation, begun last Sep-
tember, failed 'to yield any
evidence that Menten had
been promised immunity.
However, the widow of
Menten's lawyer im-
mediately after the war,
L.G. Kortenhorst, sub-
mitted a sworn statement
that her late husband had
told her about the prom-
ise. The tribunal attached
considerable importance
to the 88-year-old
widow's statement and
also held that the re-
newed prosecution of -
Menten 25 years later is

Visits Israel

TEL AVIV — Substantial
numbers of documents on
the Jewish contribution to
Romanian culture are lying
in Romanian archives vir-
tually untapped for lack of
scholarly researchers in
that field, says Romanian
Prof. Virgil Candea on an
official visit to Tel Aviv
University.
Prof. Candea, head of the
Eastern European history
department at Bucharest
University and a member of
the Romanian Academy of
Arts and Sciences, offered a
scholarship in the name of
the academy to Israeli
graduate students who are
prepared to research these
topics and promised to make
photocopies of the docu-
ments available to them.
Prof. Candea also an-
nounced the establishment
of a chair for Hebrew
studies at Bucharest Uni-
versity.

The tribunal did not ad-
dress the reasons for the al-
leged 'promise by the late
justice minister. According
to Menten himself, he was
given immunity after he
promised not to release
knowledge in his possession
of a scandal involving sev-
eral highly placed persons
in Holland. The tribunal
also did not concern itself
with Menten's guilt which
had been proven.
Members of Dutch war-
time resistance groups,
Nazi-hunter Simon Wie=
senthal and Jewish leaders
were outraged by the deci-
sion.
Israeli authorities asked
that Menten be re-arrested
to prevent him from leaving
Holland and said they
would renew their extradi-
tion request for him.
Menten has been under-
going treatment for diab-
etes while in prison and was
reported to have entered a
fashionable psychiatric
hospital after he was re-
leased Monday.
