Carstens' election, to re- place incumbent President Walter Scheel, is thereby assured, according to re- ports from Bonn. The public revelation earlier this month of Carstens' past plunged the country into a political storm. The West German President is elected by a joint session of the country's upper and lower parlia- ments, both of which are controlled by the CDU. Cargten5 has also been promised the support of thG Christian Socialists, the largest party in Bavaria. The West. German press, meanwhile, 'has dropped the issue of Carstens' Nazi past which it had raised ear- lier this month, appar- ently satisfied that he had played a minor role with Arafat Repeats PLO Program WASHINGTON (JTA)'-- PLO chief Yasir Arafat reiterated what he de- s aibcd as a six-year-old PLO concept that the PLO would "accept to establish" its own "InaPpendent state in any part" of Palet.int frorri which Israel "with- draws" or which "we liber- ate" from Israel. Appearing on the CBS-TV "Face the Nation" program, taped in Beirut, Arafat rejected the Camp David framework for "self- rule" on the West Bank and Gaza Strip as "new slav- ery." the Nazis and was granted party member- ship automatically with- out having applied for it. Scheel himself told the daily Die Welt on Nov. 11 that he too had been a member of the Nazi Party although he never applied for membership and had avoided playing an active role in party political af- fairs. Scheel is highly popular according to recent public opinion polls and is consid- ered by most Germans to have been "a good. president." He has appar- ently helped convince pub- lic opinion that Carstens' past should not bar him from the country's top polit- ical office.
