Begin Oslo Trip
Stirs Controversy

sharp controversy has
broken out over Premier
Menahem Begin's trip to
Oslo to accept the 1978
Nobel Peace Prize that he
shares with President
Anwar Sadat of Egypt next
The propriety of the trip is
being questioned because
the peace talks with Egypt
remain stalled and Sadat
hasannounced that he will
ot attend the ceremonies
at send a representative.
There is also criticism
of the size of Begin's per-
sonal entourage which
will be accompanied by
some 40 Israeli jour-
nalists on a special flight
to Oslo today.
A majority of the Cabinet
approved the trip.
- Begin has invited former
President Ephraim Katzir
to accompany him to the
Nobel Peace Prize cere-
He also extended invita-
tions to his wife, his sister,
Knesset member Zerach
Warhaftig, world Jewish
leader Nissim. Gaon, and
three to four of his minis-
try's employes. The premier
has been limited to 30
places at the ceremony.

Henri Wahl, a 46-year-old
Jew, was appointed Secre-
tary General of the Elysee
_Palace, a post equivalent
in influence to that of White
House Chief of Staff.
Wahl, the son of a small
Jewish businessman from
Lille, an industrial city in
northern France, is a
graduate of the School for
National Administration
and served as a senior offi-
cial in the Ministry of Fi-
nance. He also served as
economic minister at the
French Embassy in Wash-
ington (1970-72) and one of
the board members of the
International Monetary

President and is usually a
member of his closest staff
and participates in most

Jordan Seeks Ban
on Israel Utilities
in W. Bank Area

Jordan has demanded that
all West Bank
municipalities stop using
Israeli electricity and
water. To that effect, Jordan
has frozen all municipal
funds as a pressure tactic on
the West Bank cities to
comply with its demand.
However, it hasn't
worked and representatives
of one city, Tulkarem, the
first to have hooked up to
the Israeli electricity net-
work, visited Jordan in an
attempt to persuade the
authorities there to grant
them their money. The re-
quest was denied.
