3 Reprimanded
in Police Union
Dispute in' Israel'

TEL AVIV (JTA) '-
Three police officers, one of
inspector rank, have been
reprimanded, fined and
warned for meeting with
newsmen and appearing on
television to advocate the
establishment of a police-
men's union. The officers,
Inspector David Ofek and
Sgt. Majors Haim
Shmuelewitz and Yoel Re-
ef are in the forefront of a
4 cently begun drive to
unionize the force.
They have already col-
lected hundreds of signa-
tures from fellow officers.
Ofek, who appeared on a
radio interview despite/the
disciplinary action, has
been summoned to appear
before the police headquar-
ters court, roughly the
equivalent of a military
court martial.
A police union is vigor=
ously opposed by Inter-
ior Minister Yosef Burg
and the police top brass.
Police officers are for-
bidden by regulations to
discuss police matters
with the press unless they
are designated official
spokesmen. The three
who appeared on televi-
sion, however, made no
references to police work
or operational proce-
dures. '
In protesting the action
taken against them they
noted that they had spoken
only about ordinary social
problems which is their
right as civilians.
- The drive for unioniza-
tion was in fact not begun by
policemen but by their
wives who have organized a
Policemen's Wives Associa-
tion, an officially registered
organization. They want
higher wages, higher pen-
sions and other social bene-
fits for their husbands.

Israel, U.S. Sign
Education Pact

JERUSALEM (JTA) —
Israel and the United States
have signed a comprehen-
sive agreement for coopera-
tion in education.
The agreement, termed
the most far-reaching pact
dealing with education that
the U.S. has signed with
any other country, calls for
the encouragement of aca-
demic- exchanges and de-
velopment of joint educa-
tion programs.
U.S. Health, Education
and Welfare Secretary
Allioseph Califano said the
Wwo countries--may sign an
agreement next year which
would provide for a fair pen-
sion system for Israelis liv-
ing in the U.S., Americans
living in Israel, and those
who work in both countries.
Both HEW and the Israeli
Social Betterment Ministry
are cooperating in research
projects such as effective
measurement systems of so-
cial betterment services,
the treatment of victims of
violence, the treatment of
drug addicts, the prevention
of the development of a sec-
ond and third poverty gen-
eration and the rescuing of
young couples from the cir-
cle of poverty.
