CHICAGO — "He could
have saved many thousands
of Jews from Hitler's
Holocaust, but he refused to
do it." So charged former
Brooklyn Congressman
Emanuel Celler of Franklin
Roosevelt in a soon-to-be-,
published oral history of the
1930s, "Decade of Destiny,"
(Contemporary Books),
edited by Judah and Alice
Graubart.
In the forthcoming book,
to be published in De-
cember, Celler recalled that
"I quarreled with him over
his refusal' to arrange'-for
the admission of German
Jews to this country from
'36 on." Roosevelt refused to
do so, the retired Democra-
tic leader claimed, because
"He was afraid of what was
called the 'Jew Deal.' "
In addition, Celler said,
Roosevelt was fearful oftak-
ing any steps which might
have allowed for increased
Jewish emigration to Pales-

Hebrew Meeting ,
Held in Europe

AMSTERDAM (JTA) —
The third European Confer-
ence of the Brith Ivrith
Olamith (World Association
for Hebrew Studies) closed
last Wednesday night after
two-and-a-half days of ses-
sions attended by some 70
scholars from Western and
Eastern countries and Is-
rael. The conference decided
to convene again in two
years in Warsaw.
One of the highlights of
the gathering was the pre-
sentation of Prof. Witold
Tiloch, professor of Hebrew
at Warsaw University and
two of his aides who dis-
cussed the development of
m()dern Hebrew studies at
th.3 university. Warsaw
Ur iversity is the only in-
stitution of higher learning
in Poland where modern
Hebrew is taught and has
been for the past 15 ygars;
with the aid of material
from Israel.

charged, "there wasn't a bit
of:truth that an agreement
had been made. with Chur,
chill, because it never de-
veloped . . . Palestine's
gates were closed except for
15,000 a year."
Celler also related how he
fought the State Depart-
ment on behalf of Jewish
emigration, but again, his
efforts were of no avail. Sec-
retary of State "Cordell
Hull . . . offered no help .. .
he followed the temper of
the State Department
which was always anti-
Jewish . . . and still is.
"Breckenridge Long, the
undersecretary of state
(also) did all he could to pre-
vent,the immigration of li-
mited numbers of Jews from
Germany who_would have
been allowed in this country
. . .'His argument was that
they were likely to become
public charges (and) nobody
could come into this country
if he was likely to become a
public charge. Hull use47
that same clause."
Despite his bitterness
over the Roosevelt Ad-
ministration's policies, Cel-
ler said that he still thought
highly of the late President.
Indeed, the former House
Judiciary Committee
chairman said, "Whatever I
say now about Roosevelt is
in no sense meant to denig-
rate his greatness. Of course
he had his faults, and I'm
just pointing them out but
that doesn't detract from his
place in history, which is a
great one."
