Ministers explained after the Cabinet session that this was the only way to fight inflation. But Histad- rut warned that there could be no further negotiations on the basis of the Cabinet's decision. Teachers, doctors, engineers and many other government employes are threatening to strike in support of wage claims which, on the average, are in the region of 30-40 per- cent. Immigration Minister David Levy and Health Minister Eliezer Shostak are understood to have urged the Cabinet to soften its stand and agree to up the 15 percent ceiling by 5-6 percent. But Finance Minis- ter Simha Ehrlich recom- mended a tough and un- yielding stand and was firmly backed by Premier Menahem Begin and a majority of the ministers. Meanwhile, the head of the Manufacturers Asso- ciation, industrialist Av- raham Shavit, called on the government and the Knesset to revoke their decision declaring Tues- day, municipal election day, a national holiday.
