U.S. Will Deport Nazis,
Prevent Their Achilission

?!.

WASHINGTON (JTA) —
After an inexplicable lapse
of a quarter of a century, the
United States government
is on the verge of P.equiring
authority to deport Nazi
war criminals and prevent
them from entering this
country to live in freedom.
The Congress completed
final action on a bill that
authorizes the government
to . take such actions and
thereby close a loophole
that has existed in the
emigration law since 1952.
The 50-word law,
411Lthored by Rep. Elizabeth
Holtzman (D-N.Y.); was
passed by the House of
Representatives Sept. 26,
and in the Senate, where it
was presented by Sen.
Richard Stone (D-Fla.), Oct.
10.
The bill serves "to
exclude from admission
into, and to deport from,
the United States all
aliens who persecuted
any person on the basis of
race, religion, national
origin, or political opin-
ion, under the direction
of the Nazi government of
Germany, and for other
purposes."
Nazi war criminals, when
convicted, can be stripped of -
U.S. citizenship and can be
deported under the prospec-
tive new law.
In Amsterdam, Justice
Minister Jacob de Ruiter
has promised Parliament
that he will set up a central
office in his ministry to
serve as a clearing house for
information on Dutch war
criminals wanted for col-
laboration with the Nazis
during World War II.
He said there are 355
such wanted criminals on
the Justice Ministry's list
but held out little hope that
they will ever be brought,to
trial. -
De Ruiter explained, in a
letter to Parliament, that
274 of the fugitives and pos-

sibly most of the others,
were sentenced in absentia
for serving with or aiding
the enemy rather than for
crimes against humanity.
This means that under West
German law, their crimes
will fall under the statute of
limitations as of Dec. 31,
1979, and West Germany
will not extradite them
after that date, de Ruiter
said.
Such persons can be
arrested only if found in
The Netherlands.
Moreover, it is not known
how many of the wanted
criminals are still living,
he said.
Meanwhile, the Dutch
Foundation for the Wie-
senthal Fund, a group that
supports the work of
Vienna-based Nazi-hunter
Simon Wiesenthal, plans an
international campaign to
persuade the West German
authorities to waive the sta-
tute of limitations for war
criminals still at large.

Egypt Seeks
French Help

PARIS (JTA) — Egypt
wants France to use its good
realtions with a number of
Arab countries either to
bring them to the negotiat-
ing table wtih Israel or, at
least, to abstain from
criticizing the Camp David
agreemtns and the current
Israeli-Egyptian peace
talks.
Egyptian Vice President
Hosni Mubarak was due to
arrive this week in Paris
and meet .President Valery
Giscard d'Estaing.
Egyptian officials add
that Mubarak will also in-
form France that in spite of
the probably conclusion of a
peace treaty between Egypt
and Israel, Sadat is deter-
mined to go ahead with his
plans to set up an Egyptian
arms industry with French
help.

bipartisan bloc's "Mar-
shall Plan" for the Middle
East is another. new U.S.
program involving Is-
rael. This authorizes $5
million for Middle East
regional development.
The measure, introduced
by Sen. Howard Baker
(R-Tenn.) also urged con-
tinued U.S. economic and
military support for Is-
rael.
In its early consideration
of the foreign aid bill, the
Congress voted economic
assistance of $785 million to
Israel, $750 million to
Egypt, $93 million to Jor-
dan and $90 million to
Syria. In addition, Israel
was allocated one billion
dollars and Jordan $125
million in military aid. The
aid to Syria was approved in
the Senate-House confer-
ence after the administra-
tion pressure was brought
to bear that the money was
needed to help the U.S.
influence decisions in
Damascus.

New U.S. Foreign Aid Bill
to Aid Israel, Soviet Jews

WASHINGTON (JTA) —
The foreign aid bill adopted
in the closing hours of the
95th Congress carries new
programs related to Israel
and Soviet Jewry along
with renewed support for
both.
A two-step program on
Soviet Jewry provides $25
million for resettling Soviet
refugees in Israel. The State
Department will, as in the
_,past, administer this con-
inuation of U.S. aid to the
---refugees in the Jewish
state.
In addition, the bill pro-
vides for the first time funds
to assist Soviet Jews who
had emigrated to America.
This legislation provides
$20 million which private
American voluntary organ-
ization are required to
match so the funds can be
put into use. The Depart-
ment of Health, Education
and Welfare will handle the
program.
